star this property answer text <p>With the exception of spending on taxis, and for travel before financial year 2013/14, the systems used by the Government Equalities Office did not routinely classify travel information in this way and producing it would incur disproportionate cost.</p><p>Expenditure on taxis fares is available for the past 3 years: Prior years were not held in the format requested -</p><p> </p><p>FY Expenditure</p><p>09/10 information not held</p><p>10/11 information not held</p><p>11/12 £1,172</p><p>12/13 £2,297</p><p>13/14 £452</p><p>The Government Equalities Office has only been able to recognise the class of travel from 01 April 2013 when it joined DCMS under a Machinery of Government transfer. Prior to this date, information was held by other parent Departments of GEO and extracting this data could only be provided at disproportionate cost.</p><p> </p><p>Records show that GEO incurred expenditure for one business class flight during 2013/14 at a cost of £2,218.59. This relates to an outward trip as the Minister was due to attend a meeting immediately upon landing. The minister returned economy class.</p><p><br>No expenditure is recorded for First Class train tickets.</p>

star this property answer text <p>The estimated annual cost of fraud and financial error in each of the last five years in the Department for Business, Innovation and Skills (BIS) and its forty six partner organisations is estimated to be about £50-100m. This represents some 0.5% of total annual BIS spending on average.</p><p> </p><p> </p><p> </p><p>Nearly all of this estimated figure relates to the error rate (made by applicants and officials) on student support, although that has declined in successive years from over 1% to some 0.5% in the latest year (2013-14) for which data is available.</p><p> </p><p> </p><p> </p><p>The Department and all its partner organisations are now working closely with each other and with other Departments, led by the Cabinet Office, and other organisations inside and outside central government to improve the prevention, detection, measurement and early recovery of losses from fraud and error.</p><p> </p><p> </p><p> </p><p>I have asked Chief Executives of the Executive Agencies to respond directly to the Hon Member. This information is not held by BIS in respect of non-Departmental Public Bodies.</p><p> </p>

star this property answer text <p>The Government takes very seriously the non-payment of employment tribunal awards. Currently, as part of the Small Business, Enterprise and Employment Bill, the Government is proposing a financial penalty for employers that fail to pay awards. We are also ensuring that enforcement options and consequences of non-payment are made clear throughout the dispute resolution process from early conciliation to the tribunal hearing itself.</p><p> </p><p> </p><p> </p><p>We will also look to learn the lessons of existing naming and shaming schemes and consider if such a scheme could further encourage prompt payment of employment tribunal awards.</p><p> </p> more like this

star this property answer text <p>TrustMark (2005) Ltd (TrustMark) operate the TrustMark Scheme. TrustMark aims to marginalise unscrupulous traders by identifying to consumers traders who have been inspected for both trade competence and good trading practice.</p><p> </p><p>The Department for Business, Innovation and Skills (BIS) receives a small volume of correspondence from individuals each year relating to TrustMark. These communications are passed to the TrustMark Board to investigate the actions of their Scheme Operators which would include NAPIT should the case arise. The Department does not hold records of communications about specific Scheme Operators as these are audited and monitored by TrustMark and not BIS.</p><p> </p><p>In 2011 a consumer body provided views about the scheme to the Department; those views were fed into a review of the scheme which the TrustMark Board undertook in 2013.</p><p> </p> more like this

However, the Department for Business, Innovation and Skills (BIS) has seen a reduction in paper usage and BIS staff no longer have to physically deliver PQ answers to hon. Members and the House authorities. These obvious savings will continue.</p><p> </p><p> </p><p> </p><p>BIS changed its IT platform for managing PQs to eCase last summer. This would have happened regardless of the introduction of the Q&amp;A system.</p><p> </p> more like this

star this property answer text <p>The Government understands the important role that post offices play in communities across the country and since 2010 has committed nearly £2 billion to maintain, modernise and protect a network of at least 11,500 branches that continues to meet strict access criteria that see, for example, 95% of the urban population living within one mile of a post office outlet.</p><p> </p><p>This Government has also committed that there will be no programme of Post Office closures. There are currently around 11,700 post office branches in the UK, with the Post Office network at its most stable for over two decades.</p><p> </p><p>The information requested is the operational responsibility of Post Office Limited and I understand from the company that it does not hold information in the format requested. star this property answer text <p>The term “intern” is not defined in any legislation: entitlement to the minimum wage depends on whether or not an individual is a worker. If an internship meets the legal definition of a worker, then they must be paid at least the minimum wage from the start.</p><p> </p><p> </p><p> </p><p>Given this dependency on employment status, it is vital that employers and workers understand how this is determined. We continue to carry out targeted awareness raising initiatives with interns and HMRC have been working with employers to identify potential non-compliance.</p><p> </p><p> </p><p> </p><p>Complaints from interns about non-payment of the minimum wage are prioritised by HMRC for investigation and HMRC will investigate every complaint made to the Pay and Work Rights Helpline. Any worker who believes that they are being paid below the minimum wage should call the helpline on 0800 917 2368.</p><p> </p><p> </p><p> </p><p>Determining an individual’s employment status can be complicated. This is why the Business Secretary announced a review of employment status in October this year, to help ensure an employment status framework in the UK that meets the needs of everyone. This is an internal review and will present findings to ministers early next year.</p><p> </p>
