	answer	answer is ministerial correction date of answer 10/12/2014 answer text <p>The Crown Prosecution Service (CPS) does not centrally record the total number of people prosecuted for driving whilst disqualified or driving whilst uninsured. To obtain details of the number of defendants prosecuted for these offences, would require a manual review of individual case files to be undertaken at a disproportionate cost.</p><p>Driving motor vehicles while uninsured are specified proceedings. These are offences that are prosecuted by the police rather than the CPS in order to reduce unnecessary bureaucracy and ensure swifter justice. 	answer	answer is ministerial correction date of answer 14/01/2015 answer text <p>The Treasury Solicitor conducts most, but not all, litigation on behalf of government departments. For example, Her Majesty’s Revenue and Customs normally conducts its own litigation. In 2014 the Treasury Solicitor acted in about 17846 judicial reviews.</p><p> </p><p> </p><p> </p><p>The Treasury Solicitor’s Department does not hold central records on the external legal fees paid in each individual case or on the outcome of each such case. Such information could not be created without examining every case file and thus incurring disproportionate costs.</p><p> </p><p> </p><p> </p><p>In relation to external fees, the Attorney General maintains five panels of junior counsel to undertake civil and EC work for all Government Departments. There are three London panels (an A panel for senior juniors, a B panel for middle juniors and a C panel for junior juniors) together with a Regional panel and a Public International Law panel. We have cut costs to just £272 in 2013 and to zero in 2014. This has resulted in notable savings to taxpayers. Figures on the above basis for subsequent periods and for the proportion of male and female prisoners in purposeful activity could be obtained only at disproportionate cost.</p><p> </p><p>Indicators introduced into prison SLAs in respect of rehabilitation, resettlement and work in prisons provide a better demonstration of efforts to prepare prisoners for release and reduce reoffending.</p><p> </p><p>Too many prisoners have been passing their time in a state of idleness, and that is why under our reforms to the Incentives and Earned Privileges national policy framework, which came into effect in adult prisons on 1 November 2013, prisoners are now expected to engage in purposeful activity, as well as demonstrate a commitment towards their rehabilitation, reduce their risk of reoffending, behave well and help others if they are to earn privileges.</p><p> </p><p>Work in prisons is a key priority to ensure prisoners are engaged in real work whilst they are in custody. It also gives them the opportunity to learn skills and a work ethic which can increase their chances of finding employment on release, a key element to reducing reoffending.</p><p> </p><p>The number of prisoners working in industrial activity reported by public sector prisons increased from around 8,600 in 2010-11 to around 9,900 in 2013-14. To establish such details we would require an individual prison wide-survey to identify the number of individual claims and the amount of compensation requested against these claims made by each prisoner. This is why there has been a year on year increase in the total amount of financial penalties collected over the last three years. The amount of money collected reached an all time high of £290 million at the end of 2013/14 and collections continue to rise. That reform is now delivering significant improvements. The available evidence suggests planning judicial reviews are now significantly quicker as a result of the reforms which followed the first consultation and the introduction of the Planning Court in April 2014, which followed the second consultation. For those which reach a substantive hearing (i.e. excluding those refused permission or otherwise determined earlier in the process) the average time fell by around 30% from 54 weeks in the 12 months to April 2013 to 39 weeks in the 12 months to September 2014. A new joint protocol produced by the Prison Service, Crown Prosecution Service and Association of Chief Police Officers will set out that when there are serious assaults on prison staff, the perpetrators will be prosecuted unless there is a good reason why not.</p><p>The number of assaults on staff is published in the Safety in Custody Bulletin available at this link: <a title="https://www.gov.uk/government/collections/safety-in-custody-statistics" href="https://www.gov.uk/government/collections/safety-in-custody-statistics" target="_blank">https://www.gov.uk/government/collections/safety-in-custody-statistics</a>. Table 3.1 provides the total number of staff assaults whereas the number of prisoner on officer assaults can be found in table 3.8 of the annual tables.</p><p>With the exception of prison officers assaulted during “prisoner on officer” assaults, the role of the staff member involved is not recorded and so any staff members that are assaulted in other types of assault incident cannot be identified by their specific role. The incident reporting system does not record detailed information about staff members that are assaulted and so we are not able to provide the requested breakdown. To identify the number of prisoners who were held in a cell designed for one but shared it with more than one other prisoner in each of the last four years would require manually going through individual prison cell certificate records in each prison, followed by a manual trawl of prisoners' individuals records to identify each prisoner’s cell location in each of the last four years, which could only be undertaken at disproportionate cost.</p><p> </p><p>We will always have enough prison places for those sent to us by the courts and continue to modernise the prison estate so that it delivers best value for the taxpayer. This Government has a long term strategy for managing the prison estate which will provide more adult male prison capacity than we inherited from the previous Government.</p><p> </p><p>Crowding occurs when the number of prisoners in an accommodation unit exceeds the Certified Normal Accommodation in that unit. The average rate of crowding is published in NOMS Annual Report and Accounts.</p><p> </p><p>In 2013-14, the average number of prisoners held in crowded conditions decreased to 22.9% of the total population compared to 23.3% in 2012-13.
