In 2012 the law was changed to introduce an automatic life sentence for a second very serious sexual or violent offence and there are several measures to strengthen sentencing in this area in the Criminal Justice and Courts Bill, currently going through Parliament.</p><p> </p><p>These include ending automatic half-way point release for criminals convicted of child rape and ensuring that all dangerous offenders who receive the tough Extended Determinate Sentence (EDS) are no longer automatically released two-thirds of the way through their custodial term. The Government has also banned the use of simple cautions for serious offences.</p><p><strong> </strong></p><p><strong> </strong></p><p>Information on the number of offenders in prison by offence group in England and Wales is published routinely in the ‘Offender Management Statistics Quarterly bulletin’ and can be found in Table A1.4 of the annual prison population tables. The contracts will commence in spring 2015. This will be the first of a new generation of secure educational establishments which will put education at the heart of youth custody. If successful, it will inform our vision for the future of the youth custodial estate across England and Wales.</p><p><strong> </strong></p><p>The Government has recently completed a public consultation on our plans for Secure College Rules. These Rules will provide the statutory framework for the effective operation of Secure Colleges. We have proposed a Rule on education which would set out a requirement for Secure Colleges to establish a minimum of 30 hours of educational activities for young people each week. This, in addition to wider activities, will help to equip young people with the skills, qualifications and self-discipline they need to lead lives free from crime. The Committee of Advertising Practice and the Broadcast Committee of Advertising Practice, who are the bodies responsible for writing and maintaining the advertising codes, recently issued guidance to the advertisers of e-cigarettes to help them fully comply with the current rules.</p><p> </p><p> </p><p> </p><p>The Revised Tobacco Products Directive will come into force in May 2016. In recognition of this, the Government is funding a number of initiatives to help schools tackle bullying. The Department for Education is currently providing £4million to anti-bullying organisations to help tackle bullying in schools and, in conjunction with the Government Equalities Office, we recently announced a new £2million fund to support projects which specifically tackle homophobic bullying. We have also produced case studies and advice to help schools understand how best to identify and prevent bullying, and support children who are being bullied.</p><p> </p><p>Teachers play a critical role in tackling bullying, and ensuring the safety of their pupils. The Teachers’ Standards, which must be met by all those awarded qualified teacher status (QTS), and which inform teachers’ annual appraisals, require teachers to “establish a safe and stimulating environment for students, rooted in mutual respect”. Teachers must also “manage behaviour effectively to ensure a good and safe learning environment”.
