More recently, the UK published a non-paper on further services liberalisation which has been widely shared in Europe. Its recommendations have attracted considerable support. It does not make loans directly to businesses. Instead, it works with private sector delivery partners to deliver all of its programmes, allowing it to pull in significant amounts of private sector funding.</p><p>The Bank’s programmes are already supporting businesses in Northern Ireland. Through the Start Up Loans programme 205 loans have already been offered to start-up businesses in Northern Ireland with a total value of nearly £1m. In January 2013, the Office for Fair Trading published the results of a Call for Information to investigate whether or not competition problems existed in the road fuels market. This included investigating concerns that pump prices rise quickly when the wholesale price goes up but fall more slowly when it drops. Their analysis found very limited evidence of this.</p><p>The Government believes that it is important that consumers get a fair deal and that falls in oil prices materialise into lower prices for motorists. The Gillingham and Rainham constituency has benefitted from a number of support schemes. The Business Bank’s Start-Up Loan programme has already provided 15 loans, with a value of £88,800 to people starting a business in Gillingham and Rainham.
