The Home Office regulate the use of animals in science in the UK. If anyone has concerns about another individual, they can approach the police who can check their records on the PNC. The police may then take the most appropriate action. answer	answer is ministerial correction date of answer 12/09/2018 answer text <p>An independent study commissioned by the UK and Welsh Governments published in 2013 concluded that the impacts of sky lanterns and balloons on the health and welfare of livestock were relatively minor.</p><p> </p><p> </p><p> </p><p>Initiatives to minimise risks include a voluntary code of practice for sky lanterns to ensure they are manufactured to be safe and are sold responsibly. The National Association of Balloon Artists and Suppliers, the trade association for the balloon industry, has also published a code of conduct on balloon releases. The Government has supported Waste &amp; Resources Action Programme (WRAP) to provide tools and resources to support local councils to improve their services, including guidance on collection of waste and recycling, reducing contamination and approaches to material sales.</p><p> </p><p>The Government’s 25 Year Environment Plan sets out our commitment to make it even easier for people to recycle and increase the quantity and quality of materials collected. We are focusing on the immediate and critical issues for these industries. As the Queen’s Speech set out, we will be bringing forward an Agriculture Bill to set the framework for the future of the farming industry. We are already engaging extensively as we draw up our future plans and will continue to do so. answer	answer is ministerial correction date of answer 20/12/2016 answer text <p>As at the 20 December, in addition to claims which the Rural Payments Agency (RPA) cannot pay due to legal reasons such as probate, all but 6 claimants had received a payment for BPS 2015. In addition the RPA is investigating new queries it has received.</p><p> </p><p>For BPS 2016, the RPA announced that over 68,200 farmers in England have now received a 2016 Basic Payment Scheme (BPS) payment.
