The CAA keeps a record of permissions given to those operators.</p><p> </p><p>The regulation of small unmanned aircraft is specifically covered by two articles within the Air Navigation Order, which legislate for the ‘general’ flying aspects and the flight of those equipped for surveillance. 	answer	answer is ministerial correction date of answer 19/11/2014 answer text <p>The Government has made no specific assessment, although under the New Roads and Street Works Act 1991, the street authority has a duty to co-ordinate all works on its road network in order to minimise inconvenience to road users, and utilities have a duty to co-operate with them in doing that. Utility companies have statutory powers to carry out works to maintain or install their apparatus in the street to provide the services that we all rely on. The Government works closely with both local highway authorities and utilities to help them deliver those duties effectively.</p><p> </p><p>The Traffic Management Act 2004 also places a 'Network Management Duty' on authorities to keep traffic moving as far as practical and enables authorities to introduce permit schemes for street works to help them to do that. In 2012, the Government increased the penalties that local authorities can impose where street works by utility companies overrun their agreed duration, up to a maximum charge of £10,000 a day. We are also carrying out a trial of ‘Lane Rental’ on Transport for London and Kent County Council’s networks. This allows authorities to charge utilities to work on the busiest roads at the busiest times. However, young drivers are disproportionately involved in collisions.</p><p> </p><p>There is a difficult balance to strike between promoting young drivers safety and their freedom to access work and education.</p><p> </p><p>We won’t rule out further measures, but at present we are focussing our efforts on technological solutions.</p><p> </p><p>We commissioned research into how telematics can reduce accident rates among young drivers and the findings will help to shape future road safety policy. A description of the research requirement has been placed in the Libraries of both Houses.</p><p> </p><p>We expect phase one to be completed in April 2015. Where appropriate, this may include providing additional seating capacity in standard class carriages through conversion of first class carriages. While it is not our general policy to require operators to convert first class carriages to standard class, the Government would expect operators to consider the appropriate mix of standard and first class provision in meeting local demand for their services. 	answer	answer is ministerial correction date of answer 05/11/2014 answer text <p>Recently the Great Western Electrification Programme (GWEP) – Maidenhead to Cardiff (Route Sections 1 - 9) went through the Enhancement Cost Adjustment Mechanism (ECAM) process. As part of the industry’s commitment to transparency, the Office of Rail Regulation (ORR) has been keen to ensure there is clarity around ECAM and how it operates. It will continue to provide independent commentary on enhancement schemes, as well as Network Rail performance.</p><p> </p><p>The ORR would not expect to publish its findings on the level of funding for individual projects until after Network Rail has competitively procured from its supply chain.</p><p> </p><p>The ORR will report its conclusions at an aggregate funding level, rather than project-by-project. The ECAM process is planned to be completed in early summer 2016.
