Ongoing investigations are confidential as any information released may prejudice any potential legal action in the future.</p><p>HM Government takes breaches of animal welfare legislation very seriously. Prior to and during this summer's heatwaves, we reiterated advice to livestock keepers to ensure their contingency plans took full account of the need to protect health and welfare during hot weather. We are very concerned about the significant mortalities in broiler chickens that occurred. These classify 85% of woodlands in Great Britain as in a favourable condition for tree health. They also provide information on the number of sites and felling areas under Statutory Plant Health Notices.</p><p> </p><p>The UK Plant Health Risk Register contains the details of over 1,000 plant pests and pathogens which have been assessed for their potential to be damaging to the UK. 350 of these are forest pests, 17 of which are considered high priority and are tracked in an annual corporate performance indicator published by the Forestry Commission.</p><p> </p><p>Deer, grey squirrels and rabbits can also prevent trees and woodlands establishing and realising their full potential.</p><p> </p><p>This information is used by the Forestry Commission to assess applications for new woodlands (for timber production and other purposes). Landowners who do not include a mixture of tree species, suited to site conditions, adequately protected and resilient to known pests and disease threats, will not receive grant aid for woodland creation. In England, grants are available to help owners restock woodlands after felling due to a tree health issue, including where disease has killed ash, a broadleaf species planted for timber production in the past. We are taking forward measures through the Neighbourhood Planning Bill, which was introduced on 7 September, to improve the use of planning conditions to avoid unnecessary delays to development. We have also, through the Housing and Planning Act 2016, introduced a provision for a section 106 dispute resolution process. This will assist in speeding up negotiations on the content of section 106 planning obligations, where developers and local authorities have failed to reach an agreement. Secondary legislation is required to implement the provision. We also expect the members of the Home Builders Federation to adhere to their commitments in May to provide local authorities with transparent annual returns on build-out rates. However, decisions on civil society attendees have been made by Afghanistan civil society themselves (rather than the UK or Afghan Government) through a democratic process in Kabul.
