star this property answer text <p>The role of the Institute for Apprenticeships will be to ensure the quality of apprenticeship standards.</p><p> </p><p>Apprenticeships will only attract funding from government or the levy if they are against an approved standard or framework. Each standard will contain a plan for how the apprenticeship will be assessed. Although this will be approved by the Institute, the Institute will not assess the apprenticeship training itself: the register of training providers is owned by the Skills Funding Agency and Ofsted will continue to inspect providers.</p><p>The Institute will, however, need to ensure there is consistency between the levels of assessment being applied, as part of its role in approving standards and assessment plans.</p> more like this

star this property answer text <p>The Counter-Terrorism and Security Bill proposes new measures to reduce the risk of terrorism; these measures, if agreed by Parliament, will in turn reduce the threat terrorism poses to freedom of speech in universities and elsewhere.</p><p> </p><p>The detailed guidance on the proposed new duty, to have regard to the need to prevent people being drawn into terrorism, is currently subject to consultation. star this property answer text <p>The conditions under which we will devolve funding to combined authorities are set out in the relevant devolution agreements. When funding has been devolved the Combined Authority will be responsible for allocations to providers and the outcomes to be achieved, consistent with statutory entitlements. Government will not seek to second guess these decisions, but it will set proportionate requirements about outcome information to be collected in order to allow students to make informed choices.</p> more like this

star this property answer text <p>Returning the UK to balanced and sustainable growth is a key priority and Industrial Strategy is a key part of the plan. Improving the UK’s trade position is central to much of Industrial Strategy.</p><p> </p><p>The trade position in UK aggregates is positive. In the most recent quarter (2014Q3), provisional figures from the Department of Business, Innovation and Skills show that UK exports of aggregates outstripped exports by 5,958 thousand tonnes (6,904 thousand tonnes of exports, compared to 946 thousand tonnes of imports).</p><p> </p><p>The level of imports and exports in non-specialist aggregates to the UK is relatively low. For instance, over the same quarter (2014Q3), provisional figures for UK sales of sand for building and concreting totalled 6,951 thousand tonnes, compared to UK imports of 370 thousand tonnes of sand for construction and exports of 165 thousand tonnes.</p><p> </p><p>The Aggregates Levy – an environmental tax levied on commercially exploited aggregates – has been frozen for the last four years to support the construction industry. The tax is levied on imported aggregate, but not on that exported by UK producers, enabling them to compete fairly with overseas suppliers. The Government remains committed to reinstating the Aggregate Levy Credit Scheme in Northern Ireland following a positive decision by the European Commission earlier this year. The credit scheme helped mitigate the different market conditions the aggregates industry in Northern Ireland faces due to sharing a land boundary with another EU Member State.</p><p> </p><p> </p><p> </p><p> </p><p> </p>

star this property answer text <p>Government is committed to developing a strong, diverse research community. The Research Councils and National Academies share this commitment.</p><br /><p>Government is working with its partner organisations to promote equality across all research disciplines and has established a Diversity Steering Group to guide this work.</p><br /><p>To improve the diversity of research fellowship awards, the National Academies are working to encourage more applications from under-represented groups and to guard against discrimination in the selection process. Government has also commissioned the Research Councils to develop an action plan to improve the diversity of grant applications and peer-review rates.</p><br /><p>As an international example, Government and the Biotechnology and Biological Sciences Research Council have jointly funded four research programmes involving collaborative projects between UK researchers and partners in sub-Saharan Africa or South Asia.</p><p>All programmes have included research capacity building in developing countries and have had an increasing focus on integrating gender into agricultural research.</p><br /><p>The most recent programme, Zoonoses and Emerging Livestock Systems (ZELS) includes a studentship programme and of the twelve PhD students who have been appointed, eight are women.</p><br /> <br /> <br /> <br />
