It is therefore not possible to confirm the budget at this stage.</del></p><p><del class="ministerial">I will respond positively to a request for a meeting with the Sponsors Alliance subject to diary commitments.</del></p><br /><p><ins class="ministerial">The Government published an Equality Analysis of the impact of freezing the student loan repayment threshold on 25th November.</ins></p><p><ins class="ministerial"></ins></p><p><ins class="ministerial">All borrowers whose earnings are above the repayment threshold will pay around £6 per week more (in nominal terms) by 2020/21. We are also increasing the number of Digital Trade Advisors working around the country to help small businesses expand into new overseas markets.</p><br /><p>Government supports the extensive range of private sector-led activity to help small businesses improve their digital skills. We particularly welcome the work that Go ON UK does to encourage and join up this activity.</p><br /><p>In addition to this, Government’s Broadband Connection Voucher Scheme allowed businesses to apply for grants of up to £3,000 to help them move to a faster digital market and connect to superfast broadband. These include the reform of the apprenticeship system, the new apprenticeship levy, and the National Colleges Programme - which includes the National College for High Speed Rail. From April 2015 all government procurers of construction and infrastructure projects over £10 million are to include measures in pre-qualification and contract delivery to encourage skills development.</p><br /><p>The Construction Leadership Council and Construction Industry Training Board (CITB) have separately undertaken work to encourage more people into the construction sector, including the launch of the GO-Construct website and work with the National Careers Service and Construction Ambassadors for schools. The CITB has also been working closely with the Department for Work and Pensions, the Armed Forces resettlement service and Local Enterprise Partnerships to encourage experienced individuals into the sector. In total, £42 million was invested by CITB, supporting 18,500 construction apprentices in 2015.</p><br /><p>In addition, the Transport Infrastructure Skills Strategy, produced under the oversight of Terry Morgan, Chair of Crossrail, will set out further actions to be taken specifically to ensure the supply of skills to deliver transport infrastructure.</p><br /><p>Assessments of demand for construction skills include the National Infrastructure Plan for Skills, which estimates that 250,000 construction and 150,000 engineering construction workers will be required to meet demand in the infrastructure sector by 2020. It also covers the government’s costs of the Professional and Career Development Loan scheme and Dance and Drama Awards for young adults.</p><br /><p>The forecasted total expenditure for the 2015-16 financial year currently stands at around £132 million. Discretionary Learner Support assists the most learners and may equate to nearly £86 million, while the Bursary Fund may equate to about £35 million of the expenditure. 	answer	answer is ministerial correction date of answer 27/10/2015 answer text <br /><p>The report, building on work commissioned by UK Trade &amp; Investment (UKTI) from Professor James Foreman-Peck at Cardiff University, reviewed the evidence and quantified the impact of language skill deficiencies on UKtrade performance.Professor Foreman-Peck’s analysis showed that UK firms may be missing out on international opportunities because of inadequate information which in turn stemmed from poor language skills and insufficient knowledge of the cultures of other countries. Professor Foreman-Peck estimated that these missed opportunities were equivalent to around 3.5% of national income (£48bn). This estimate does not refer to just exports as it is based on total trade opportunities which include imports.</p><br /><p>HMG has long recognised that there are barriers to trade and that Government has a role to play in helping firms overcome barriers to trade such as language skills and cultural awareness. UKTI provides a range of services to help companies address barriers to trade including language and culture issues in order to break into new or additional markets, or to increase their overseas presence. UKTI has a network of domestic and overseas trade advisors who help firms navigate barriers and trade internationally. The services offered by UKTI include bespoke help and advice plus a number of services. Amongst these services there are two specifically aimed at helping firms tackle language barriers. The Export Communications Review is a bespoke service to help companies address language barriers in all forms of communication including spoken, written, visual and digital; and “Web Optimisation for International Trade” are workshops that help firms make their websites fit for international business. In 2015/16 over 50,000 firms are expected to benefit from UKTI support; of which over 700 firms are expected to take advantage of the Export Communications Review Service and UKTI will run over 70 Web Optimisation Workshops.</p><br /><p>UKTI has also published a guide for exporters on overcoming language and cultural barriers. Over seven thousand have been distributed to date. In 2013/14, the Higher Education – Business and Community Interaction survey found that there were over 4,600 new graduate start-ups, up from 2,357 in 2009/10.</p><br /><p>The Government is championing closer collaboration between universities and business through the National Centre for Universities and Business which is supported by HEFCE, the Research Councils and Innovate UK.
