star this property answer text <p><strong> </strong></p><p>The Government launched the Roads Investment Strategy on 1 December. The M4 Junction 3-12 smart motorway project to upgrade the M4 between Reading and Heathrow continues to be progressed. This month the Highways Agency is conducting a public consultation on the proposals, including exhibitions at 11 locations in the Thames Valley.</p><p> </p><p>Construction of Crossrail is now more than half completed and electrification of the Great Western Main Line is also under way. Electrification of the Thames Valley branch lines, including the Slough to Windsor line, is approved and will improve local connectivity.</p><p> </p><p>The transformation of Reading station was completed on time and under budget as part of the £850 million Reading Station Area Redevelopment programme and formally opened by Her Majesty The Queen on 17 July.</p><p> </p><p>The programme to increase passenger capacity on the Reading and Windsor to Waterloo railway by 25% is now under way and will be completed in early 2015. 60 additional carriages are being incorporated into an extended and refurbished fleet of trains to operate as a maximum 10 carriage train length.</p><p> </p><p>In July the Government announced £94.6m to support local transport projects across Berkshire as part of the Growth Deal with the Thames Valley Berkshire Local Enterprise Partnership, in addition to the £36.9m integrated transport block funding announced in March for the six Berkshire local authorities, covering the period 2015/16 to 2020/21.</p><p> </p><p> </p>

The Government keeps under review all research carried out on the impacts of aircraft noise on health and sleep disturbance, including any effects on productivity, and would take this into account when considering the costs and benefits of any relevant policy or regulatory proposals.</p><p> </p><p>As part of the last review of night flying restrictions at Heathrow, Gatwick and Stansted Airports, my Department commissioned the Civil Aviation Authority to undertake a review of literature on these impacts. We are working closely with Network Rail and the ORR to ensure delivery of these benefits as set out in the Rail Investment Strategy.</p><p> </p><p>Further investment has seen the modernisation of Reading Station area which is planned to be completed this Easter at a cost of £895m.</p><p><strong> </strong></p><p> </p><p>In addition, The Government launched the Roads Investment Strategy on 1 December 2014. The Highways Agency is also delivering a £2.5 million pinch point scheme to relieve traffic congestion at the M4/A329 (M) junction.</p><p> </p><p>On 29 January the Government also announced a £10.2m expansion of the Growth Deal with the Thames Valley Berkshire Local Enterprise Partnership (LEP). We understand the LEP intends to use around £7.5m of that additional funding for 4 new local transport schemes, taking the total funding for local transport improvements as part of the Growth Deal to over £100m, supporting delivery of 20 transport projects across Berkshire.</p><p> </p><p> </p><p> </p>

star this property answer text <p>Britain is a world leader in road safety, but we are always striving to improve. For example, from 2 March this year it is now an offence to drive with certain drugs in your body in excess of official limits.</p><p> </p><p>And measures in the deregulation bill will remove the driver’s right to demand a blood or urine test if they fail a breathalyser test.</p><p> </p><p>The Department issued revised guidance in January 2013 aimed mainly at local traffic authorities who are responsible for setting speed limits on local roads. It has also been designed to help explain to everyone why and how local speed limits are determined. This circular has been revised following full public consultation in summer 2012.</p><p> </p><p>Traffic authorities set local speed limits in situations where local needs and conditions suggest a speed limit which is lower than the national speed limit. They have the flexibility to set local speed limits that are appropriate for the individual road, reflecting local needs and taking account of local considerations.</p><p> </p>

We understand the LEP intends to use around £7.5m of that additional funding for 4 new local transport schemes, taking the total funding for local transport improvements as part of the Growth Deal to over £100m, supporting delivery of 20 transport projects across Berkshire.</p><p> </p><p>This funding is in addition to £36.9m integrated transport block funding for the six Berkshire local authorities covering the period 2015/16 to 2020/21, and £2.1m local pinch point funding for the Stafferton Way Link Road in Maidenhead.</p><p> </p><p>The Government launched the Roads Investment Strategy on 1 December 2014. The M4 Junctions 3-12 smart motorway project to upgrade the M4 from east of Heathrow to west of Reading continues to be progressed. The Highways Agency intends to submit a Development Consent Order (DCO) application for the scheme at the end of March. Subject to consent and the final business case, construction could start in late 2016.</p><p> </p><p>The Highways Agency is due to complete the £2.5 million pinch point scheme to relieve traffic congestion at the M4/A329 (M) junction in June, and will deliver a scheme to improve the operation of the A404 Bisham roundabout in 2015/16.</p><p> </p><p>The Government is also investing heavily in improvement of the rail network in Berkshire, including the Crossrail, Great Western electrification and Waterloo-Windsor lines train lengthening projects, which may have the impact of relieving traffic congestion in the county by offering improved alternatives to travel by car.</p><p> </p><p> </p>

star this property answer text <p>Night flying restrictions set by the Government at Heathrow comprise a movement limit and a noise quota limit set for each summer and winter season. Up to 10% of unused movements or noise quota may be carried over to the next season. The limits apply to the period 23.30-06.00. There are additional restrictions on movements by the noisiest aircraft in the period 23.00-07.00. None of these restrictions was breached between 2012-2014.</p><p> </p><p>In addition the Government sets departure noise limits which include lower limits at night. Infringements of these limits are reported in Heathrow’s Flight Performance Reports published on its website, the latest of which covers the period up to the end of September 2014.</p><p> </p> more like this

star this property answer text <p>The Government is currently considering the large amount of very detailed analysis contained in the Airports Commission’s final report before taking any decisions on next steps.</p><br /><p>The Airports Commission considered the costs associated with the Lakeside Energy from Waste Plant in its assessment of land acquisition costs. This is included in the report “<a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/440369/cost-and-commercial-viability-cost-and-revenue-identification-update-heathrow-airport-north-west-runway.pdf" target="_blank"><em>Cost and Commercial Viability</em></a><em>: Cost and Revenue Identification Update Heathrow Airport North West Runway”. </em></p><br /><p>It is important to note that no decisions have been taken, but if the Government was minded to support the need for new runway capacity and concluded that the North-West runway at Heathrow was the preferred option for meeting this requirement, the planning and costs of moving the Energy from Waste Plant would be a matter for the airport to take forward with the owners of the site.</p>

star this property answer text <p>On 14 December 2015, the Government formally announced that it accepted the case for airport expansion in the South-East and agreed with the Airports Commission’s shortlist of options. The Government also decided to undertake a package of further work which it anticipates will conclude over the summer. This has included further work to help develop the best possible package of measures for all the shortlisted schemes to mitigate the impacts on local people and the environment.</p><p> </p><p> </p><p>The decision on a preferred scheme is of huge importance and the Government continues to consider the detailed analysis contained in the Airports Commission’s final report before taking any decisions on next steps. The costs associated with the Lakeside Energy from Waste Plant were considered in the Airports Commission’s assessment of land acquisition costs in the report “Cost and Commercial Viability<em>: Cost and Revenue Identification Update Heathrow Airport North West Runway”. </em></p><p> </p><p>Decisions have not yet been taken on a preferred scheme. However, if the Government was minded to support the North-West runway at Heathrow, the planning and costs of moving the Energy from Waste Plant would be a matter for the airport to take forward with the owners of the site.</p>

The government has committed to laying a report before Parliament on the outcome of the consultation. Submissions are being considered and a government response will be published in due course. Just as it was right to consider in depth the evidence around these questions, it is important that we apply equally careful consideration to formulating our response in such a complex policy area, with such vitally important implications for the safety and welfare of children.</p><p> </p> more like this

star this property answer text <p>The Government is fully committed to creating a safe environment for all road users, and in particular vulnerable road users such as cyclists and pedestrians. Sections 204 – 225 of the Highway Code, aims to educate and remind drivers of the needs of more vulnerable road users including cyclists.</p><p> </p><p>A revised Traffic Signs Regulations and General Directions came into force on 22 April, which contains a number of measures, including low level cycle signals, a new type of crossing and changes to advanced stop lines, designed to improve the safety of cyclists on the road. TSRGD also includes changes making it easier for local authorities to introduce 20mph speed limits in residential areas.</p><p> </p><p>We are also working on wider cyclist safety in other ways, including changes to vehicle design, publicity campaigns, and mandatory training for HGV drivers and optional training for cyclists, including extending the Bikeability programme of cycle training. Bikeability provides trainees with riding skills suited to the road, but also explains the importance of obeying the Highway Code, the correct use of safety equipment, and sharing the road with other people.</p><p> </p><p> </p>

We have already financed a number of these innovative hubs which have contributed towards the number of cycle parking spaces across England trebling since 2012.</p><p> </p><p>We are monitoring with interest the development of the cycle superhub at Waterloo Station which will provide cycle parking on a much larger scale to ascertain the effectiveness of such a facility at other cities across England.</p><p> </p><p>Cycling is a devolved responsibility for Scotland and Wales.</p><p> </p> more like this

star this property answer text <p>We support the Cycle to Work scheme which allows employers to loan bicycle and bicycle safety equipment to employees free of any income tax liability. The Department has produced guidelines to encourage employers to take advantage of this exemption so that employees can loan affordable equipment enabling them to cycle to work.</p><p> </p><p>The Department also helps people to cycle to work, for instance, by providing funding to local authorities through the Local Sustainable Transport Fund and Cycle Ambition Cities fund which can be used to improve local cycling provisions, provide safer cycle routes and increase cycle parking facilities.</p> more like this

star this property answer text <p>The Government would like to see an increase in the number of children cycling to school. We believe that cycle safety training can give children the skills and confidence they need to cycle on local roads.</p><p> </p><p>Bikeability is the Government's long-standing programme of cycle training for school children, with over 1.7 million children trained since 2010. It is available to every local body in England (London has separate funding arrangements for Bikeability). Funding of £12 million a year has been confirmed for the next four years. This will provide a range of cycling activities to schools including on-road cycle training and Bikeability Plus, a new suite of training modules focussed on increasing levels of cycling school and cycle safety.</p> more like this

In order to achieve this, all potential cyclists’ needs must be considered.</p><p> </p><p>The Government recently reaffirmed its commitment to cycling and walking, with SR2015 announcing funding support of over £300m. In addition, Highways England has committed to provide a safer, integrated and more accessible strategic road network for cyclists and other vulnerable road users.</p><p> </p><p>The draft Cycling and Walking Investment Strategy, which is currently being consulted on and is due to be published in summer 2016, fully explains the Government’s ambitions for increasing cycling activity and sets out the funding resources available.</p> more like this

star this property answer text <p>The UK’s independent safety regulator, the Civil Aviation Authority (CAA) takes seriously concerns raised in the safe operation of commercial helicopter transport.</p><p> </p><p>The CAA currently leads the Offshore Helicopter Safety Action Group (OHSAG) which seeks to drive through safety improvements.</p><p> </p><p>The Group is represented across industry and includes pilot and workforce representatives from key organisations to facilitate dialogue between helicopter operators, workforce representatives, manufacturers and regulators.</p><p> </p><p>The OHSAG has made significant safety improvements, including prohibiting helicopter flights in the most severe sea conditions.</p><p> </p> more like this

star this property answer text <p>The UK Civil Aviation Authority (CAA) has been working very closely with the Norwegian CAA following the Airbus EC225LP incident on the 29<sup>th</sup> April.</p><p> </p><p>Shortly after the accident, the CAA introduced restrictions to Airbus Helicopters EC225LP to prevent operations for commercial flights by UK operators. On 11<sup>th</sup> of May, these restrictions were extended to include the AS332L2 Super Puma helicopter.</p><p> </p><p>Following a report by Norwegian Air Accident Investigators on 1st June, the CAA further extended these restrictions to prohibit all flights by these helicopters until further information is available.</p> more like this

star this property answer text <p>Information on asylum decision times and cases awaiting decision is published as part of the Government’s Transparency agenda the latest release of which can be found at can be found at <a href="https://www.gov.uk/government/publications/asylum-transparency-data-november-2016" target="_blank">https://www.gov.uk/government/publications/asylum-transparency-data-november-2016</a>.</p><p> </p><p>The Home Office no longer has an asylum backlog. In the year ending 31 March 2015 we completed a significant exercise in clearing all straightforward cases with a claim date preceding 1 April 2014. This required the progression of a number of cases far older than 12 months. We are now in a position where the majority of cases receive a decision within 6 months.</p> more like this

star this property answer text <p>The Early Years Workforce Strategy published in March 2017, sets out the actions we will take to support the early years’ sector to attract, retain and develop the early years workforce. We have now broadened the English and mathematics requirement for level 3 Early Years Educators, including for apprenticeships, to level 2 qualifications including Functional Skills (rather than a specific requirement for a GCSE qualification), to support recruitment and retention of staff. This was implemented in April 2017.</p><p>We will provide further updates on the Early Years Workforce Strategy in due course.</p> more like this

star this property answer text <p>The Government began work to implement the ‘Dubs amendment’ immediately after the Immigration Bill gained Royal Assent. Over 30 children who meet the criteria in the Immigration Act have been accepted for transfer since it received Royal Assent in May, the majority of these have already arrived in the UK.</p><p>We continue to work with the French, Greek and Italian authorities and others to speed up existing family reunification processes or implement new processes where necessary for unaccompanied children. We have seconded a UK official to Greece, we have a long-standing secondee working in Italy and will shortly be seconding another official to the French Interior Ministry to support these efforts.</p><p>We have established a dedicated team in the Home Office Dublin Unit to lead on family reunion cases for unaccompanied children. Transfer requests under the Dublin Regulation are now generally processed within 10 days and children transferred within weeks. Over 120 children have been accepted for transfer this year from Europe. We also continue to consult local authorities about the transfer unaccompanied refugee children from Europe to the UK, where it is in their best interests.</p>

star this property answer text <p>The Home Office works closely with local authorities to support resettled refugees as they arrive in their areas. Local authorities have a duty to protect individuals in their care – this includes resettled Syrians.</p><p>The Care Act 2014 put adult safeguarding on a legal footing and established that each local authority must set up Adult Safeguarding Boards with multi-agency membership including local partners and the Police. Local agencies, including the police and health services, also have a duty under section 11 of the Children Act 2004 to ensure that they consider the need to safeguard and promote the welfare of children when carrying out their functions.</p><p>In addition, upon arrival, the local authority assign a caseworker to every resettled family/individual, who maintains close contact with the family for the first 12 months to support their well being and integration. The small number of unaccompanied minors being resettled will be placed into local authority care where their safety needs, along with other needs, will be met via the resettling authority’s children’s social care service.</p>
