The M4 Junction 3-12 smart motorway project to upgrade the M4 between Reading and Heathrow continues to be progressed. This month the Highways Agency is conducting a public consultation on the proposals, including exhibitions at 11 locations in the Thames Valley.</p><p> </p><p>Construction of Crossrail is now more than half completed and electrification of the Great Western Main Line is also under way. Electrification of the Thames Valley branch lines, including the Slough to Windsor line, is approved and will improve local connectivity.</p><p> </p><p>The transformation of Reading station was completed on time and under budget as part of the £850 million Reading Station Area Redevelopment programme and formally opened by Her Majesty The Queen on 17 July.</p><p> </p><p>The programme to increase passenger capacity on the Reading and Windsor to Waterloo railway by 25% is now under way and will be completed in early 2015. 60 additional carriages are being incorporated into an extended and refurbished fleet of trains to operate as a maximum 10 carriage train length.</p><p> </p><p>In July the Government announced £94.6m to support local transport projects across Berkshire as part of the Growth Deal with the Thames Valley Berkshire Local Enterprise Partnership, in addition to the £36.9m integrated transport block funding announced in March for the six Berkshire local authorities, covering the period 2015/16 to 2020/21.</p><p> </p><p> </p> answering member constituency Scarborough and Whitby answering member printed Mr Robert Goodwill question first answered 08/12/2014 16:21:09 answering member 1562 label Biography information for Sir Robert Goodwill

We are working closely with Network Rail and the ORR to ensure delivery of these benefits as set out in the Rail Investment Strategy.</p><p> </p><p>Further investment has seen the modernisation of Reading Station area which is planned to be completed this Easter at a cost of £895m.</p><p><strong> </strong></p><p> </p><p>In addition, The Government launched the Roads Investment Strategy on 1 December 2014. For example, from 2 March this year it is now an offence to drive with certain drugs in your body in excess of official limits.</p><p> </p><p>And measures in the deregulation bill will remove the driver’s right to demand a blood or urine test if they fail a breathalyser test.</p><p> </p><p>The Department issued revised guidance in January 2013 aimed mainly at local traffic authorities who are responsible for setting speed limits on local roads. It has also been designed to help explain to everyone why and how local speed limits are determined. This circular has been revised following full public consultation in summer 2012.</p><p> </p><p>Traffic authorities set local speed limits in situations where local needs and conditions suggest a speed limit which is lower than the national speed limit. Up to 10% of unused movements or noise quota may be carried over to the next season. The limits apply to the period 23.30-06.00. There are additional restrictions on movements by the noisiest aircraft in the period 23.00-07.00. None of these restrictions was breached between 2012-2014.</p><p> </p><p>In addition the Government sets departure noise limits which include lower limits at night. Sections 204 – 225 of the Highway Code, aims to educate and remind drivers of the needs of more vulnerable road users including cyclists.</p><p> </p><p>A revised Traffic Signs Regulations and General Directions came into force on 22 April, which contains a number of measures, including low level cycle signals, a new type of crossing and changes to advanced stop lines, designed to improve the safety of cyclists on the road. TSRGD also includes changes making it easier for local authorities to introduce 20mph speed limits in residential areas.</p><p> </p><p>We are also working on wider cyclist safety in other ways, including changes to vehicle design, publicity campaigns, and mandatory training for HGV drivers and optional training for cyclists, including extending the Bikeability programme of cycle training. 	answer	answer is ministerial correction date of answer 14/06/2016 answer text <p>The UK Civil Aviation Authority (CAA) has been working very closely with the Norwegian CAA following the Airbus EC225LP incident on the 29<sup>th</sup> April.</p><p> </p><p>Shortly after the accident, the CAA introduced restrictions to Airbus Helicopters EC225LP to prevent operations for commercial flights by UK operators. This required the progression of a number of cases far older than 12 months. 	answer	answer is ministerial correction date of answer 12/09/2016 answer text <p>The Government began work to implement the ‘Dubs amendment’ immediately after the Immigration Bill gained Royal Assent. Over 30 children who meet the criteria in the Immigration Act have been accepted for transfer since it received Royal Assent in May, the majority of these have already arrived in the UK.</p><p>We continue to work with the French, Greek and Italian authorities and others to speed up existing family reunification processes or implement new processes where necessary for unaccompanied children. We have seconded a UK official to Greece, we have a long-standing secondee working in Italy and will shortly be seconding another official to the French Interior Ministry to support these efforts.</p><p>We have established a dedicated team in the Home Office Dublin Unit to lead on family reunion cases for unaccompanied children. Transfer requests under the Dublin Regulation are now generally processed within 10 days and children transferred within weeks. Over 120 children have been accepted for transfer this year from Europe. 	answer	answer is ministerial correction date of answer 07/09/2016 answer text <p>The Home Office works closely with local authorities to support resettled refugees as they arrive in their areas. Local authorities have a duty to protect individuals in their care – this includes resettled Syrians.</p><p>The Care Act 2014 put adult safeguarding on a legal footing and established that each local authority must set up Adult Safeguarding Boards with multi-agency membership including local partners and the Police. Local agencies, including the police and health services, also have a duty under section 11 of the Children Act 2004 to ensure that they consider the need to safeguard and promote the welfare of children when carrying out their functions.</p><p>In addition, upon arrival, the local authority assign a caseworker to every resettled family/individual, who maintains close contact with the family for the first 12 months to support their well being and integration.
