star this property answer text <p>The aim of the Pupil Premium is to raise the attainment of mainly economically disadvantaged pupils, which is why the funding is focused on those children who have been on free school meals at some point in the last six years.</p><p> </p><p> </p><p>There are no plans to extend the Pupil Premium to children who are educated at home. The Government respects the right of parents to choose how their children are educated, whether this is at home or in any of the institutions available to them. However, parents who choose to home educate their children must take responsibility for costs. Local authorities have the power to give assistance to parents who home school if they so choose.</p> more like this

star this property answer text <p>There are no plans to extend the Pupil Premium to children who are educated at home, or to children with either foetal alcohol spectrum disorder or other special needs. The aim of the Pupil Premium is to help schools close the attainment gap, with funding focused on those children who have been on free school meals at some point in the last six years.</p><p> </p><p> </p><p> </p><p>The Government respects the right of parents to choose how their children are educated, whether this is at home or in any of the institutions available to them. However, parents who choose to home educate their children must take responsibility for the costs.</p><p> </p><p> </p><p>Local authorities have the power to choose to give assistance to parents who home school. This can include providing support to children with special educational needs, whether or not they have a statement or Education, Health and Care (EHC) plan. The 0-25 SEND Code of Practice makes it clear that local authorities should work with parents and consider whether to provide support in the home to help the parents make suitable provision. Where an authority draws up a statement or EHC plan which ‘names’ home education as the right provision for the child then they must make any additional special educational provision set out by the statement or plan.</p>

The importance of making appropriate provision for children with low incidence needs and local authorities including information about specialist support in their local offer is set out in the new 0-25 special educational needs and disability code of practice. Under Part 3 of the Children and Families Act 2014, local authorities have a duty to keep under review the educational provision, training provision and social care provision made in their area for children and young people who have special educational needs.</p> more like this

star this property answer text <p>This information is not provided to the Department for Education by local authorities.</p><p>Local authorities and their partners across education, health and social care are implementing the special educational needs and disabilities (SEND) reforms which came into force on 1 September this year. The Department is working closely with local authorities and local Parent carer forums to understand how local implementation of the Children and Families Act 2014 is progressing. Summary findings of the autumn implementation survey will be published before the end of the year. We will also publish local authority data on an annual basis, starting summer 2015.</p> more like this

star this property answer text <p>The Care Leaver Strategy, published in October 2013, recognises that care leavers require support on a wide range of issues that affect their lives. It sets out the support that will be provided to all care leavers in relation to staying in education, finding accommodation, accessing benefits, experiencing good physical and mental health and finding work. [1]</p><p> </p><p>The Department for Education will publish shortly a report on the progress we have made against the commitments set out in the strategy. This builds on a significant programme of work to improve support for care leavers, which has resulted in important changes such as the development of the Care Leaver Charter and the introduction of Junior ISAs for all children in care.</p><p> </p><p>As part of our continuing work to improve care leavers’ outcomes, the Department introduced a new duty on local authorities to support ‘staying put’ arrangements and have provided funding for local authorities to support this. For the first time, this will provide for children in foster placements to receive support to remain with their foster family until age 21, where this is what both parties want.</p><p> </p><p>Similar arrangements do not currently apply to children in residential care. Further work is needed before introducing a legal duty on local authorities that would require them to extend staying put arrangements to all young people leaving residential care. We are consequently working with the sector to better understand what would be involved and have supported work through the Department’s Children’s Services Innovation Programme to identify how staying put arrangements might work for children in residential care.</p><p> </p><p>We will continue to drive innovation in provision for care leavers, for example through funding projects like ‘New Belongings’, which has enabled 9 local authorities to develop a range of new and innovative approaches to supporting care leavers.</p><p> </p><p>[1] <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/266484/Care_Leaver_Strategy.pdf" target="_blank">www.gov.uk/government/uploads/system/uploads/attachment_data/file/266484/Care_Leaver_Strategy.pdf</a></p>
