If the devices are used in compliance with the Code, it would only be as a last resort and on the advice of a veterinary surgeon or a suitably qualified behaviourist or dog trainer and by a competent operator. The Code could be adduced as evidence used in court in order to determine whether an animal welfare offence has been committed. That means sharing the risk across the supply chain and I am pleased that some retailers already do this.</del></p><p><del class="ministerial">The EU Commission has listened to our calls for further action here and agreed to establish a new High Level Group to focus on a number of issues, including the relationship between farmers and retailers.</del></p><p><ins class="ministerial">The Government has introduced the Grocery Code Adjudicator to ensure fair dealing and we encourage supermarkets to offer contracts linked to production costs. Over half of mid–tier applications to Countryside Stewardship contain the Wild Pollinator and Farm Wildlife Package. Monitoring and evaluation of the scheme makes provisions for assessing the impact on pollinators. The Implementation Plan sets out details on progress with the Strategy and will be published shortly.</del></p><p><ins class="ministerial">We have established a programme of research to accurately assess the effectiveness of our pollinator strategy. 	answer	answer is ministerial correction date of answer 15/12/2016 answer text <p>In 2015 the Rural Payments Agency (RPA) offered a hardship fund to help farmers with delayed payments and in financial need.</p><p> </p><p>For 2016, the RPA began making Basic Payment Scheme (BPS) payments when the payment window opened on 1 December. On 13 December the Agency announced that it had made payments, worth £8<del class="ministerial">8</del>2<ins class="ministerial">2</ins> million, to approximately 68% (around 59,000) of eligible claimants with a range of claim types and sizes, including those inspected and with common land. The RPA remains focused on paying 90% of eligible claims by the end of the month.</p><p> </p><p>The RPA is working with a range of farming help organisations such as the Farming Community Network and the Citizens’ Advice Bureau. 	answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>In September 2018, alongside the Agriculture Bill and policy statement, the Government published an ‘Analysis of the impacts of removing Direct Payments’. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust.
