We are ensuring better healthcare for refugees - particularly for vulnerable groups including children. The UK has worked with the international community on the humanitarian response plan (HRP) agreed with the international community in September 2017. My department has been working on preparedness measures for the monsoon and cyclone season in Bangladesh since December, working with several other agencies. We are monitoring the situation closely with the international community and pressing for adherence with global best practice on camp closure.</p><p> </p><p>The UK provides humanitarian aid to all displaced peoples and host communities based on need, regardless of camp closure. The UK has provided £82m of humanitarian aid since 2012 to support internally displaced people (IDP) across Myanmar. Humanitarian access is limited but we are pioneering new ways to remotely manage and monitor the impact of our programmes, while continuing to press for access. Of our latest £70m funding to the Rohingya crisis, up to 18% is devoted to protection of rights for refugees, including prevention and monitoring of exploitation and abuse, support to survivors of sexual and gender based violence and strong safeguarding and referral practices by service providers in the camps. This includes: 30 child friendly spaces to support children with protective services and psychosocial and psychological support; child protection monitoring systems in camps; and support to survivors of violence and trafficking. We have funded improved camp lighting to help keep the most vulnerable Rohingya safer. DFID conducts thorough due diligence processes with all funding and will only work with partners with strong safeguards in place.</p><p> </p><p>Approximately 600,000 Rohingya, including children, are still in Rakhine State and are vulnerable. The UK supports agencies that have access to those that remain, such as International Committee of the Red Cross. DFID and Foreign Office officials have been in close contact with UN agencies monitoring humanitarian access.</p><p>The UK Government has repeatedly urged the Government of Burma to allow full unrestricted humanitarian access. The Secretary of State for Foreign &amp; Commonwealth Affairs Boris Johnson MP, the Minister of State Rory Stewart MP, the Parliamentary Under-Secretary of State Alok Sharma MP and the Minister of State for Foreign and Commonwealth Affairs Baroness Anelay have all raised the issue personally with Burmese ministers in recent meetings in Burma or London. DFID and Foreign Office officials have visited Northern Rakhine together with international counterparts and lobbied Burmese Ministers on this issue. The UK also discussed the issue at the UN Security Council on 17 November, where we raised our concerns about the lack of humanitarian access. 	answer	answer is ministerial correction date of answer 09/10/2017 answer text <p>We have no access to northern Rakhine State so cannot accurately predict humanitarian needs; triangulating numerous sources of information we assess that needs are likely to be acute for the entire population, both ethnic Rakhine and Rohingya. In addition to the 480,000 Rohingya now displaced into Bangladesh, the Government of Burma has stated it estimates a further 27,000 ethnic Rakhine are also internally displaced within Rakhine State. The UK has repeatedly called on the Burmese authorities to end violence, facilitate full humanitarian access to all communities in Rakhine State, encourage return and implement the recommendations of the August 2017 Rakhine Advisory commission report.
