star this property answer text Living conditions remain challenging due to overcrowding in camps, but my department is working to improve them. We are ensuring better healthcare for refugees - particularly for vulnerable groups including children. The UK has worked with the international community on the humanitarian response plan (HRP) agreed with the international community in September 2017. My department has been working on preparedness measures for the monsoon and cyclone season in Bangladesh since December, working with several other agencies. UK aid has ensured existing shelters of around 158,000 people in camps and host communities most at risk will be upgraded to better withstand severe weather<p> </p> more like this

star this property answer text <p>Whilst there is no officially agreed number of the Rohingya population, most international agencies estimate that there is up to 500,000 Rohingya people in Bangladesh.</p><p> </p><p> </p><p> </p><p>DFID provides core contributions to the United Nations High Commissioner for Refugees, which manages the official camps for Rohingya refugees in Bangladesh, as well as through other partners such as the European Commission. This support includes providing shelter, access to water and sanitation, vocational training and food supplies to malnourished refugees.</p><p> </p> more like this

star this property answer text <p>While the UK supports camp closures in line with the Rakhine Advisory Commission recommendations, we are concerned that Government of Myanmar has not granted freedom of movement. We are monitoring the situation closely with the international community and pressing for adherence with global best practice on camp closure.</p><p> </p><p>The UK provides humanitarian aid to all displaced peoples and host communities based on need, regardless of camp closure. The UK has provided £82m of humanitarian aid since 2012 to support internally displaced people (IDP) across Myanmar. Humanitarian access is limited but we are pioneering new ways to remotely manage and monitor the impact of our programmes, while continuing to press for access. We are also providing a further £13.5m development support to IDPs to improve nutrition, skills, and education and amplify the voice of displaced people in policy positions.</p> more like this

The UK has led the way in speed and scale of response to the Rohingya crisis, providing £129 million in funding since August 2017, and we are prioritising protecting and safeguarding women and girls.</p><p>Our latest funding will reach over 250,000 people with sexual and reproductive health services including targeted training, support to deal with gender-based violence and family planning.</p> more like this

Of our latest £70m funding to the Rohingya crisis, up to 18% is devoted to protection of rights for refugees, including prevention and monitoring of exploitation and abuse, support to survivors of sexual and gender based violence and strong safeguarding and referral practices by service providers in the camps. This includes: 30 child friendly spaces to support children with protective services and psychosocial and psychological support; child protection monitoring systems in camps; and support to survivors of violence and trafficking. We have funded improved camp lighting to help keep the most vulnerable Rohingya safer. DFID conducts thorough due diligence processes with all funding and will only work with partners with strong safeguards in place.</p><p> </p><p>Approximately 600,000 Rohingya, including children, are still in Rakhine State and are vulnerable. The UK supports agencies that have access to those that remain, such as International Committee of the Red Cross. The UK continues to press for unhindered humanitarian access to Rakhine State.</p>

star this property answer text <p>We noted the open letter from a number of Nobel Peace Prize Laureates in December 2016, and share the concern over access for humanitarian assistance. DFID and Foreign Office officials have been in close contact with UN agencies monitoring humanitarian access.</p><p>The UK Government has repeatedly urged the Government of Burma to allow full unrestricted humanitarian access. The Secretary of State for Foreign &amp; Commonwealth Affairs Boris Johnson MP, the Minister of State Rory Stewart MP, the Parliamentary Under-Secretary of State Alok Sharma MP and the Minister of State for Foreign and Commonwealth Affairs Baroness Anelay have all raised the issue personally with Burmese ministers in recent meetings in Burma or London. DFID and Foreign Office officials have visited Northern Rakhine together with international counterparts and lobbied Burmese Ministers on this issue. The UK also discussed the issue at the UN Security Council on 17 November, where we raised our concerns about the lack of humanitarian access. The Government of Burma has committed to restoring humanitarian access and we are pressing for, and stand ready to support, the delivery of this commitment.</p><p> </p>

star this property answer text <p>We have no access to northern Rakhine State so cannot accurately predict humanitarian needs; triangulating numerous sources of information we assess that needs are likely to be acute for the entire population, both ethnic Rakhine and Rohingya. In addition to the 480,000 Rohingya now displaced into Bangladesh, the Government of Burma has stated it estimates a further 27,000 ethnic Rakhine are also internally displaced within Rakhine State. The UK has repeatedly called on the Burmese authorities to end violence, facilitate full humanitarian access to all communities in Rakhine State, encourage return and implement the recommendations of the August 2017 Rakhine Advisory commission report. The UK is providing an additional £30 million to meet the urgent needs in both Bangladesh and Burma of those affected by the violence.</p> more like this

star this property answer text <p>We have made clear to the Government of Bangladesh that any relocation of refugees to Bhasan Char island must be safe, dignified and in accordance with international humanitarian principles. We fully support the UN’s position on relocations to Bhasan Char, which asks the Government of Bangladesh to allow detailed technical and protection assessments to be conducted of the island. The UN are examining the potential requirements, time frames and costs involved in setting up a humanitarian response on Bhasan Char.</p> more like this
