While US economic sanctions were lifted in late 2017, Sudan remains a challenging place to do business. The economic situation has been exacerbated by a shortage of foreign exchange which has resulted in fuel shortages. Sudan is still unable to access international financial assistance, in part due to its arrears to the International Monetary Fund and others and the failure to service its debt. Politically, the UK continues to work with the Government of Sudan to ensure that constitutional and political rights are respected. Sudan remains a Human Rights Priority Country for the Foreign & Commonwealth Office. We are ensuring better healthcare for refugees - particularly for vulnerable groups including children. The UK has worked with the international community on the humanitarian response plan (HRP) agreed with the international community in September 2017. My department has been working on preparedness measures for the monsoon and cyclone season in Bangladesh since December, working with several other agencies. We are aware of reports that fear of persecution or discrimination in camps may be deterring some people from using them, and are in close touch with our partners involved in the management of camps and the delivery of services within them, including UN agencies. They have clear guidelines, mechanisms and accountability frameworks in place to prevent discrimination by their own staff or those of their partners. DFID takes any allegations that these are not being applied effectively very seriously, and stands ready to follow up specific allegations with the partners concerned.</li></ul><p> </p><ul><li>The security of the camps and all those living in them is the responsibility of the appropriate civil authorities (e.g. in Iraq, it lies with the Government of Iraq) and is monitored by independent humanitarian actors such as UNHCR. UK officials stand ready to report any specific allegations of persecution or violence against religious minorities within the camps to those authorities. The Government is concerned about Daesh infiltration inside camps. In Iraq the Iraqi authorities carry out screening of those entering camps in order to seek to prevent such infiltration. UN agencies have set up grievance mechanisms that allow any minority member to anonymously report abuse, persecution or discrimination; these can also be used to report on suspected extremist activity.</li></ul><p> </p><ul><li>DFID’s funding for Iraq is targeted towards those who are most in need including vulnerable people from minority communities such as Yazidis and Christians. Our longstanding support to UNRWA provides primary healthcare to 1.3 million people in Gaza. We worked with the Central Bank of Yemen in releasing $270 million of hard currency, provided by Saudi Arabia, to support importers bringing food staples into the country.</p><p>We also successfully pressed for the suspension of unnecessary processes introduced by the Government of Yemen in bringing these goods into the country. This has eased the pressure of price increases and temporarily stabilised the currency - the value of the Riyal has since appreciated, rising from 755 YER per USD to 500 YER per USD.</p><p>However, much more remains to be done. In March, only 45% of the estimated monthly food needs and 51% of the monthly fuel needs have been met through imports via all sea ports.</p><p> </p><p>One way we are supporting commercial imports into Red Sea ports is through our support to the UN Verification Inspection Mechanism (UNVIM). We are providing £1.3 million to UNVIM this financial year (2017/18) and have provided UK experts on the ground in Djibouti. The recent escalation in fighting and restrictions on commercial and humanitarian access threaten to push the country into catastrophic famine. The UN estimates that almost 18 million people in Yemen do not have reliable access to food and over 8 million people face extreme food shortages.</p><p> </p><p>The International Development Secretary visited Djibouti and Saudi Arabia in December, where she announced a further £50 million in life-saving UK aid to provide food and fuel for millions of people. According to the UN, almost 21 million people (over 75% of the population) are in need of humanitarian aid, with nearly 10 million in need of immediate help to save or sustain life. Yemen is also facing the world’s worst cholera outbreak with over 624,000 suspected cholera cases recorded since April and more than 2,000 deaths.</p><p>In response, the UK has increased our funding for Yemen to £139 million for 2017-18. This includes support for cholera prevention; the provision of medical supplies and treatment for those affected; as well as life-saving interventions including nutrition support to 1.7 million people and clean water and sanitation for 1.2 million people.</p><p>On the 11<sup>th</sup> August, the Secretary of State for International Development announced that we are targeting £8 million of our support to UNICEF and the International Organization for Migration on activities specifically to address cholera. The funding will be used to provide medical supplies to half a million people, give safe access to chlorinated water to 300,000 people, and rehabilitate medical facilities used by 250,000 people.</p><p>This is a significant increase from previous years, and makes us the second-largest contributor to the UN’s 2017 Yemen Appeal and the third-largest humanitarian donor overall. According to the UN, almost 21 million people (over 70% of the population) are in need of humanitarian aid and 7 million face extreme food shortages (including 462,000 children under 5 suffering from acute malnutrition). As a result, Yemen is facing the world’s worst cholera outbreak with 262,650 cases recorded and over 1,587 deaths.</p><p>In response, the UK has increased our funding for Yemen to £139 million for 2017/18. This includes support for cholera prevention, and the provision of medical supplies and treatment for those affected. In addition, we are helping fund 1 million cholera vaccines that are currently being sent to Yemen through GAVI, the Global Vaccine Alliance. The United Nations (UN) estimates that 21.2 million people in Yemen require humanitarian assistance to meet their basic needs for food, water, sanitation, and healthcare, or protect their fundamental rights. Yemen is also experiencing an economic crisis, which has driven up food and other prices, and reduced people’s purchasing power.</p><p>Ultimately, only an end to the conflict will address the humanitarian crisis. The UK is working closely with other countries to de-escalate the conflict and is providing significant support to UN-led peace talks. The UK is also working with the UN and other countries to improve commercial and humanitarian access to and within Yemen.</p><p>The Secretary of State recently co-hosted an international event on Yemen to shine a spotlight on the humanitarian crisis. According to the UN, more than 10 million people require immediate humanitarian aid to survive, including half a million children under 5 who are severely malnourished.</p><p> </p><p>The UN has launched the largest ever humanitarian appeal for Yemen, requesting $2.1 billion to provide life-saving assistance to 12 million people in 2017.</p><p> </p><p>In 2015 and 2016, the UK helped over 1 million Yemenis with food, medical assistance and clean water. Consistent fuel supplies are critical to an effective humanitarian response - fuel supports vital infrastructure including water supplies for major cities, grain mills, and hospital generators, as well as enables the delivery of urgent food supplies and clean water across the country.</p><p>While the level of fuel imported to Yemen has recently improved, it remains below the country’s needs - 81% of the monthly fuel needs were met through imports via all ports in April compared to 65% in March. Furthermore, the price of fuel remains higher than the level before restrictions were put in place in November. For example, diesel costs over 40% more than one year ago.
