star this property answer text <p>On 13 May the House agreed a new set of rules to govern the content of written answers, in response to the introduction of a new electronic system for submitting them. While the digital copy of answers will be the definitive record copy, all written answers will continue to be published, and a signed copy will continue to be sent to the Peer asking the question.</p><p>These rules make clear that all answers should be complete and comprehensible, and not rely on references to external documents or webpages. They also make clear that supporting documents should be included as attachments, not hyperlinks, and referred to in the answer itself. Any attachments that are included will be available in the Library to be printed out on demand.</p><p>All of these rules will help to accommodate those without internet access. I will remind all Lords Ministers to adhere to them.</p><p> </p> more like this

star this property answer text <p> </p><p>The Treasury Solicitor’s Department (TSol) does not hold a register of duplicate payments. Appropriate controls are in place to prevent duplicate payments and if any are identified, action is taken to recover overpaid monies. As at 18 July 2014, there are no known unrecovered duplicate payments.</p><p> </p><p> </p><p> </p><p>Identification of the value of duplicate payments made by TSol, the Attorney General’s Office and HM Crown Prosecution Service Inspectorate since 2010 would require detailed analysis of accounting and other records which would incur disproportionate cost. However, in the 3 months since April 2014, TSol have identified and recovered duplicate payments with a total value of £13,068 representing 0.05% of the value of payments made during this period.</p><p> </p><p> </p><p> </p><p>Available records show that, since April 2010, the Serious Fraud Office has identified and recovered £46,000 in duplicate supplier payments. star this property answer text <p> </p><p>Under the terms of the Proposed Final Agreement for the firefighters’ pension scheme 2015 in England the actuarial reduction for a firefighter who retired earlier than the scheme’s Normal Pension Age but at the age of 57 or above would have been calculated from the Normal Pension Age. The actuarial reduction for a firefighter who retired between the ages of 55 and 57 would have been calculated from their state pension age. However, in the light of responses received to the second consultation on the firefighters’ pension scheme 2015, the Government decided to reinstate its offer, first made in June 2013, under which all actuarial reductions in the case of early retirement are calculated from the Normal Pension Age. This decision was communicated in a letter to Chief Fire Officers and Chairs of fire authorities on 9 July 2014.
