	answer	answer is ministerial correction date of answer 16/06/2014 answer text <p>The Department set up Health Education England (HEE) to deliver a better health and healthcare workforce for England. HEE is responsible for ensuring a secure workforce supply for the future balancing need against demand, taking into account factors such as the age profile of the existing workforce, the impact of technology, and new drugs.</p><p> </p><p>The Department has recognised the need to increase the general practitioner (GP) workforce and between September 2010 and September 2013, the number of full time equivalent GPs has risen by 1,051. Additionally, the Department has included in the HEE mandate a requirement that “HEE will ensure that 50% of trainees completing foundation level training enter GP training programmes by 2016”.</p><p> </p><p>Further work is being undertaken by HEE to improve applications and fill rate in to GP training to support the mandate target of 3,250 appointments into GP training by 2016 in England. This includes a review of the GP recruitment process, developing a pre-GP year to give exposure to prospective GP applicants of the specialty and careers advice for foundation doctors and medical students.</p><p> </p><p>In recognition of the contribution the GP workforce makes in the NHS, HEE will also undertake additional work on GP recruitment and retention, return to practice and reducing attrition rates, all of which will play a part in increasing the GP workforce.</p><p> </p><p>The following table indicates the number of posts commissioned and filled and the fill rate for GP training in England for the last five years. Information pertaining to this period is not held centrally and could only be obtained at disproportionate cost.</p><p> </p><p>Responsibility for funding general practice premises development has now been transferred to NHS England.</p><p> </p><p>Between 1 April 2013 and 1 April 2014, more than 100 business cases for premises development were approved by NHS England. NHS England <ins class="ministerial">will be publishing </ins><del class="ministerial">has now published</del> Principles of Good Practice <ins class="ministerial">later in the autumn. 	answer	answer is ministerial correction date of answer 21/10/2014 answer text <p>We are aware of reports of the use of industrial chemicals as weapons by ISIL in Iraq, and encourage the Government of Iraq to bring to the attention of the OPCW any such incidents. We welcome its report to the OPCW Executive Council in October regarding the use of chlorine by terrorist groups.</p><p>We are also aware that the Al Muthanna military site is now in the control of ISIL. We continue to monitor the situation. However, we do not believe that the site contains chemical weapons-related materials of military value. Bunkers at the Al Muthanna site did contain hazardous chemical weapons-related materials used in Iraq’s Chemical Weapons programme. The materials were made safe by the United Nations Special Commission (UNSCOM) between 1992-1994.</p><p>While the Government of Iraq has kept the international community informed of incidents, and has reiterated its commitment to all international treaties and conventions aimed at preventing the use or spread of chemical weapons, it has made no requests for assistance to the international community.</p><p>We condemn unreservedly all and any use of chemical weapons by anyone. Use is a breach of international norms. 	answer	answer is ministerial correction date of answer 15/10/2014 answer text <p>United Kingdom clinical guidelines for drug misuse and dependence make clear that doctors treating people with opioid dependence need to make sure that their patients are aware of the risks of their medication, and that they take necessary precautions to avoid it being accidentally taken by others, especially children.</p><p> </p><p> </p><p> </p><p>Clinicians should assess risk to children and, if they suspect a child may be at risk, they must take steps, if necessary immediately, to deal with that risk. This may involve referral to other agencies, in accordance with relevant frameworks and protocols. The assessment may involve looking at the home environment and providing protective measures such as safe storage boxes to ensure medication is beyond the reach of children.</p><p> </p><p> </p><p> </p><p>Monitoring adherence to the clinical guidelines, and taking action where there is a breach, would be the responsibility of the regulatory bodies, the Care Quality Commission and General Medical Council. Local authorities, commissioners, clinical commissioning groups, and local children’s safeguarding boards may set up their own local monitoring arrangements.</p><p> </p><p> </p><p> </p><p>Local authorities have had guidance on developing joint local protocols between the drug and alcohol treatment system and children and family services. There are 12 schools in special measures in Cumbria.</p><p> </p><p>Of these 12 schools, nine have received HMI monitoring visits where they have been judged to be either making reasonable progress or their plans are fit for purpose. Two schools are awaiting monitoring visits.</p><p> </p><p>The Interim Executive Board of Walney School has voted to become an academy on 1 September 2014, sponsored by Queen Katherine Academy Trust. NHS England do not advise practices on the best means of diagnosis. However they would support the use of telephone consultation as it is a service that is valued by many patients and for some patients it would be their preferred method of receiving a service from the GP.</p><p> </p><p>The Prime Minister's £50 million Challenge Fund will help over 1,100 practices, covering 7.5 million people, to develop new ways of improving GP access.
