star this property answer text <p /> <p>Foreign national offenders who have no right to remain in the UK should be removed at the earliest opportunity and the Government has toughened the system including compulsory transfer agreements with European countries.</p><p> </p><p>In addition, 23,000 foreign offenders have been removed from the UK since 2010 and more than 600 under the 'deport first, appeal later' provisions, with many more being processed through the system. The grounds on which criminals can appeal against deportation have been cut.</p><p> </p><p>Since 2010, there have been 206 foreign national prisoners transferred from prisons in England and Wales to prisons in their country of nationality in order to serve the remainder of their sentence there. The average cost of these transfers was approximately £1,640. This figure includes all the elements of an escort, including staff costs, travel and subsistence, vehicle costs, flights, and any accommodation that might be required by staff prior to their return journey.</p><p> </p><p>Following a prisoner’s transfer to another state, that receiving state will bear the costs of their continued detention until release.</p>

star this property answer text <p /> <p>The trafficking of drugs and other unauthorised items presents a serious threat to security in prisons and the National Offender Management Service employs a range of measures to deter and detect such activity.</p><p> </p><p>There have always been controls on the sending of parcels into prisons; the revised Incentives and Earned Privileges (IEP) national policy framework, which came into effect on 1 November 2013, has simply ensured greater consistency across the prison estate. We now have simple rules that allow prisoners a parcel of items when they first arrive in prison, and then only further items in exceptional circumstances. The restrictions were introduced to enhance existing security measures and to prevent the IEP policy framework from being undermined.</p><p> </p><p>Prisoners continue to be able to order books from reputable suppliers, which they can receive via the prison shop and they can also borrow books from the prison library.</p><p> </p><p>Incidents of finds of illicit items prior to the introduction of the revised IEP arrangements are recorded on a central incident reporting system. A study of data reported by Drake Hall prison during the period in question indicates that there were no finds of illicit drugs in items sent in.</p>

star this property answer text <p>The National Offender Management Service (NOMS), as part of its extremism programme, has a variety of theological, motivational and behavioural programmes and interventions at its disposal to challenge those with extremist or radicalised views and to support those vulnerable to extremist messaging or radicalisation. The effectiveness of this work is regularly and independently assessed.</p><p> </p><p>To enable it to carry out its extremism programme NOMS receives funding from the Office for Security and Counter Terrorism (OSCT) in the Home Office. We do not release the breakdown of funding per sector, as this could potentially reveal where the threat to the national security of the UK is greatest. This may impact negatively on the delivery of Prevent, and on the range of activities deployed to prevent terrorism. This could serve to weaken and prejudice the national security of the UK.</p><p>In addition, NOMS staff, as part of their daily role, contribute to the Organisation’s extremism work. The extent of this work is not quantifiable in terms of resources allocated.</p>
