star this property answer text <p>There is one school judged to require special measures in Copeland. There are 12 schools in special measures in Cumbria.</p><p> </p><p>Of these 12 schools, nine have received HMI monitoring visits where they have been judged to be either making reasonable progress or their plans are fit for purpose. Two schools are awaiting monitoring visits.</p><p> </p><p>The Interim Executive Board of Walney School has voted to become an academy on 1 September 2014, sponsored by Queen Katherine Academy Trust. The school was granted an Academy Order in April 2014.</p><p> </p> more like this

star this property answer text <p>We are aware of reports of the use of industrial chemicals as weapons by ISIL in Iraq, and encourage the Government of Iraq to bring to the attention of the OPCW any such incidents. We welcome its report to the OPCW Executive Council in October regarding the use of chlorine by terrorist groups.</p><p>We are also aware that the Al Muthanna military site is now in the control of ISIL. We continue to monitor the situation. However, we do not believe that the site contains chemical weapons-related materials of military value. Bunkers at the Al Muthanna site did contain hazardous chemical weapons-related materials used in Iraq’s Chemical Weapons programme. The materials were made safe by the United Nations Special Commission (UNSCOM) between 1992-1994.</p><p>While the Government of Iraq has kept the international community informed of incidents, and has reiterated its commitment to all international treaties and conventions aimed at preventing the use or spread of chemical weapons, it has made no requests for assistance to the international community.</p><p>We condemn unreservedly all and any use of chemical weapons by anyone. Use is a breach of international norms. Any party using any toxic chemical in this way should be brought to justice.</p><p> </p>

star this property answer text <p>The Health and Social Care Transition Programme (HSCTP) was set up to implement the changes introduced under the Health and Social Care Act 2012. The programme was led by the Department and closed on 31 March 2013. All of the organisations in the new health and care system assumed full responsibilities and powers as set out in the Act from 1 April 2013.</p><p> </p><p>Any enduring responsibilities that transferred to the Secretary of State for Health, my right hon. Friend the member for South West Surrey (Mr Hunt), or NHS England from 1 April 2013 are being discharged as part of business as usual arrangements in each organisation.
