star this property answer text <p> </p><p><em>[Holding Reply: Thursday 16 January 2014]</em></p><p>The nationally run Community Care Grants and Crisis Loans were poorly targeted and failed to help those most in need. So, in 2012 as part of wider welfare reform, the Department for Work and Pensions abolished these national discretionary schemes and transferred responsibility to local authorities so they could deliver and tailor new local support as part of their existing services to their communities.</p><p>Councils can continue to provide support to those in their community who face financial difficulties or who find themselves in unavoidable circumstances, but there is no requirement to replicate the previous approach adopted by central government.</p><p>In contrast to a centralised grant system that was poorly targeted, under the Department for Work and Pensions' reforms, councils can now choose how best to support local welfare needs within their areas – what is right for, say, Rochdale may not be for other authorities. Some councils have already chosen to wind down their dedicated schemes following underspends.</p><p>In the next Spending Round period, from April 2015, central government continues to provide support to local authorities through general funds as part of the Coalition Government's commitment to reducing ring-fencing and ending top-down Whitehall control.</p><p>The Department for Work and Pensions provided a separate fund for 2013-2015 and are carrying out a review of the provision to date.</p><p> </p><p> </p><p> </p>

star this property answer text <p><ins class="ministerial">Decisions on whether or not to bring criminal charges are taken by prosecutors who are independent from government and independent from Parliament. I am confident of the independence and the integrity of the Director of Public Prosecutions (DPP), Alison Saunders, in making the difficult judgements the job of a prosecutor involves.</ins></p><p><ins class="ministerial">The Victims’ Right to Review, which Alison Saunders helped to bring in, allows any victim of crime who is dissatisfied with a decision taken by a prosecutor not to proceed with their case to ask for the decision to be reviewed. This review has operated as it was designed to in the case of Greville Janner.</ins></p><p><ins class="ministerial">We are world leaders in offering that safeguard for victims and since Alison Saunders has been DPP, the CPS has prosecuted and convicted more child sex offenders than ever before.</ins></p><p> </p><p><del class="ministerial">In the year to 31<sup>st </sup>December 2014, the Law Officers personally considered 469 cases and referred 128 offenders to the Court of Appeal under the unduly lenient sentence scheme. Leave was granted by the Court in 95% of cases which included some of the most serious violent and sexual offences, including murder, rape and sexual assault.</del></p><p><br /><del class="ministerial">The Attorney General’s Office publishes statistics for unduly lenient sentences at the end of the calendar year. This is to ensure that the figures are released in a consistent format and are accurate and quality assured. star this property answer text <p>It is the Insolvency Service’s Redundancy Payments Service (RPS) that processes redundancy claims from employees of companies in liquidation.</p><p>In order to determine whether a company director is also an employee and entitled to payment from RPS, the relationship with the employer is reviewed. It has always been the case that a claimant must have been an employee of an insolvent employer to qualify for payment. RPS must protect the National Insurance Fund and not make payments to individuals who do not qualify. star this property answer text <p>The Economic Crime and Corporate Transparency Bill, which is currently in Committee stage in the House of Lords, will create a completely new type of sanctions measure in the Sanctions and Anti-Money Laundering Act 2018 called ‘director disqualification sanctions’. It will be an offence for a designated person subject to this new measure to form a UK company, or to act as a director or otherwise be involved in the company’s promotion or management.</p><p> </p><p>It will be for the Foreign Secretary to decide when and how to deploy the measure, alongside the full suite of other sanctions measures.</p> more like this

star this property answer text <p>The UK is fully engaged in the ongoing negotiations at the International Seabed Authority (ISA) Council and Assembly, to agree deep sea mining exploitation regulations. The Foreign, Commonwealth and Development Office leads the UK delegation to the ISA.</p><p> </p><p>The UK’s policy is not to sponsor or support the issuing of any exploitation licences for deep sea mining projects unless and until there is sufficient scientific evidence about the potential impact on deep sea ecosystems, and strong enforceable environmental Regulations, Standards and Guidelines have been developed by the ISA and are in place.
