answer	answer is ministerial correction date of answer 09/12/2022 answer text <p>There is evidence that prison leavers who get a job within a year after release are up to nine per cent less likely to re-offend than those who do not.</p><p>We have put in place a series of measures to give prisoners the chance to work while in prison, while released on temporary licence, and following release. Dedicated Prison Employment Leads will identify candidates and match them to jobs. They will also oversee our new Employment Hubs, where prisoners can access support with job applications.</p><p>Building strong links with employers is a key part of the steps we are taking. We are working with James Timpson to roll out Employment Advisory Boards, which will link prisons with industry, so that local businesses can provide challenge and advice on the training prisoners can be given in prison to meet the needs of the local labour market.</p><p>We are on track to roll out Prison Employment Leads, Employment Hubs and Employment Advisory Boards across all 92 resettlement prisons by April 2023.</p><p>We have recently changed the law so that prisoners can become apprentices. answer	answer is ministerial correction date of answer 01/12/2022 answer text <p>The Government works closely together with regulators, the financial services industry and other stakeholders, to ensure that all consumers of financial services receive appropriate protection.</p><p> </p><p>The Government has a range of work underway which will improve support for vulnerable consumers, including legislating to protect access to cash through the Financial Services and Markets Bill, and piloting a No-Interest Loans scheme which aims to help consumers in vulnerable circumstances who struggle to access affordable forms of credit.</p><p> </p><p>In February 2021, the FCA published its finalised guidance for firms on the fair treatment of vulnerable customers, setting out a number of best practices (https://www.fca.org.uk/publications/finalised-guidance/guidance-firms-fair-treatment-vulnerable-customers). This applies to all firms where the FCA Principles for Business apply, regardless of sector, and in respect of the supply of products or services to retail customers. This guidance explores, among other things, how firms can understand the needs of vulnerable customers and provide targeted services for this cohort. That is why we want to support people in the UK to secure the English language skills they need.</p><p>The department funds English for Speakers of Other Languages (ESOL) provision for eligible adults aged 19 and over through the Adult Education Budget (AEB).</p><p>Currently, approximately 60% of the AEB is devolved to nine Mayoral Combined Authorities and delegated to the Mayor of London acting through the Greater London Authority. These authorities are responsible for the provision of adult education and allocation of the AEB in their local areas.</p><p>The Education and Skills Funding Agency (ESFA) is responsible for the remaining AEB in non-devolved areas, where colleges and training providers have the freedom and flexibility to determine how they use their AEB to meet the needs of their communities. Guidance for these providers is set out in the ESFA Adult Education Budget Funding Rules 2022/23, which can be found here: <a href="https://www.gov.uk/government/publications/adult-education-budget-aeb-funding-rules-2022-to-2023" target="_blank">https://www.gov.uk/government/publications/adult-education-budget-aeb-funding-rules-2022-to-2023</a>.</p><p>In addition, the department continues to improve the ESOL offer for learners.
