answer text <p>The Drone Operator Registration Scheme will apply from November 2019 and is one of several new measures to address the safety and security challenges that unmanned aircraft pose. It will help law enforcement agencies to tackle the misuse of such aircraft effectively, alongside new Police powers, which will be introduced in the upcoming Drones Bill.</p><p> </p><p>In response to the Department’s 2018 consultation on unmanned aircraft, the Government stated that any alternative approach for model flyers must be achieved without imposing undue burden on the state and the taxpayer, whilst also being efficient and enforceable, without compromising the integrity of the policy. Any blanket exemption from registration and competency tests for aero modellers, or having the associations register their members into the registration scheme, will not meet these criteria.</p> more like this

answer text <p>In May 2018, the Government amended the Parole Board Rules to allow victims and other parties to request summaries of Parole Board decisions for the first time. To date, the Parole Board has produced over 1000 decision summaries. This has helped victims and the wider public have a greater understanding of parole decisions.</p><p> </p><p>Decision summaries have been an important first step in bringing greater openness to the parole system. In September 2018, the Government’s Victims’ Strategy recognised that more must be done to increase the transparency of the parole process and the way we communicate with victims. Since then, in February 2019, the Secretary of State published a Review of the Parole Board Rules which further underlined the Government’s commitment to improve the transparency of the parole process.</p><p> </p><p>In light of this review, the Parole Board have committed to:</p><ul><li>produce Standard Practice guidance to provide clear and public information about how release decisions are reached</li><li>improve other publicly available information about how parole works</li><li>continue to work with broadcast and print media to increase understanding of how parole works, including allowing the media to observe some hearings</li></ul><p> </p><p>These measures will improve public understanding of how the parole system operates, support greater consistency in decision making and provide accountability where standards may not have been met.</p><p> </p><p>In February 2019, the Secretary of State also launched a Tailored Review of the Parole Board. This review will include further reflection on the transparency of the Parole Board, its governance, decision making and the information and data it shares with the public (building on the work of recent reviews). The Tailored Review will publish its findings in the summer of 2019.</p>

answer text <p>The evidence base for cannabis-based products for medicinal use is still developing. However, the changes to the law are designed to encourage further research and the National Institute for Health Research has issued a call for research proposals to rapidly advance knowledge in this area.</p><p> </p><p>Interim clinical guidance, commissioned by NHS England and issued by the Royal College of Physicians, British Paediatric Neurology Association and Association of British Neurologists on certain severe epilepsies in children and adults, is based on the best available international clinical evidence and reflects clinical guidance that has been published in other jurisdictions.</p><p> </p><p>The National Institute for Health and Care Excellence has been commissioned to develop guidelines on the prescribing of cannabis-based medicinal products by October 2019. This guidance will cover severe treatment-resistant epilepsy, and will update and replace the interim guidance.</p> more like this

answer text <p>The National Institute for Health and Care Excellence (NICE) has been asked to develop technology appraisal guidance on the use of nusinersen (Spinraza) to treat spinal muscular atrophy and this topic has been scheduled into NICE’s work programme. The appraisal process is anticipated to begin in January 2018 and the deadline for an evidence submission is anticipated to be March 2018. Although no further details about timescales for the development of guidance are available at this stage, NICE take approximately nine months to develop guidance on a new drug depending on the individual product.</p> more like this

answer text <p>We are investing £1.3bn to build up to 10,000 new prison places with better education facilities and other rehabilitative services. We will close down ageing and ineffective prisons, replacing them with buildings fit for today’s demands.</p><p> </p><p>The new prison development at HM Prison and Young Offender Institution Glen Parva will be suitable for category C male prisoners.
