answer text <p>We are taking action to tackle the illegal puppy trade focused on three areas.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The Dogs Trust’s report highlights that responsibility for stopping the illegal movement of puppies begins in the country where they are born. The UK Chief Veterinary Officer wrote to the authorities in the countries highlighted in the report and follow up action has been taken. We will continue to alert the authorities in any Member State where we become aware of issues in relation to the operation of the pet travel scheme.</p><p> </p><p> </p><p> </p><p>“Secondly, we will maintain effective border controls. Every pet entering Great Britain is checked for compliance with the EU pet travel scheme and in 2014 checks were carried out on over 170,000 dogs, cats and ferrets. Stringent penalties are in place where people are found to be breaking the rules.”</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>Thirdly, the illegal trade is driven by demand for cheap, pedigree puppies and we have published guidance on the steps pet owners can take to avoid buying an illegally imported pet: <a href="https://www.gov.uk/buying-a-cat-or-dog" target="_blank">https://www.gov.uk/buying-a-cat-or-dog</a>. We are also working with the Pet Advertising Advisory Group who have developed minimum standards for on-line pet advertisers which have led to the removal of over 130,000 problematic adverts in the last year.</p><p> </p><p> </p><p> </p><p>The Dogs Trust has been invited to meet with the Minister for animal welfare to discuss their report ‘<em>The Puppy Smuggling Scandal’</em>.</p><p> </p><p><br></p><p> </p>

answer text <p>My Department issued revised guidance in January 2013 aimed mainly at local traffic authorities who are responsible for setting speed limits on local roads. Traffic authorities set local speed limits in situations where local needs and conditions suggest a speed limit which is lower than the national speed limit.</p><p> </p><p>Local authorities may provide pedestrian crossings, including dropped kerbs, where there is a local need. Pedestrian crossings and crossing timings are a matter for guidance rather than legislation. The Department intends to produce a new Chapter of the Traffic Signs manual on traffic lights and crossings but there is no date yet for publication.</p><p> </p><p>In London there is a general ban on parking on the footway. In the rest of England there is no such prohibition but traffic authorities have wide-ranging powers to prevent people parking on the pavement and my Rt Hon Friend the Minister of State for Transport, Baroness Kramer, wrote to all English traffic authorities on 27 June 2014 to remind them of this.</p><p>The Government is committed to cycling and walking and making it easier for people to choose them as sustainable travel options. The Government laid an amendment to the Infrastructure Bill that would place into law a commitment of the Government to produce a Cycling and Walking Investment Strategy. The Bill has now completed its passage through both Houses and was granted Royal Assent on 12 February.</p><p> </p><p> </p><p> </p>

answer text <p>All Universal Credit claims - whether relating to the employed, self-employed or unemployed - which are successfully made are then registered on HMRC systems. Any PAYE reported in real time by employers in respect of these is then passed to Universal Credit systems. The majority of employed Universal Credit claimants will have their earnings reported via PAYE, and over 99% of all such employments are now being reported in real-time. For the minority whose earnings are not reported through PAYE (for example the self-employed) we have developed processes to ensure they can self-report their earnings.</p> more like this

answer text <p>HMRC has revised the appeals process, in order to align it with that of DWP in advance of the migration of tax credits claimants to Universal Credit. Since 6 April 2014, there has been a new stage in the process called mandatory reconsideration (MR). Now if a claimant disagrees with an HMRC tax credit decision, they are required to ask HMRC to look at its decision again and revise it where appropriate. This change was introduced to enable more disputes to be resolved as early as possible in the decision making process.</p><p> </p><p> </p><p> </p><p>Mandatory reconsideration was introduced on 6 April 2014.
