answer	answer is ministerial correction date of answer 21/05/2024 answer text <p>Defra is investing in sustainable farming methods, in the Wellingborough constituency and across England, through our environmental land management schemes, in particular the Sustainable Farming Incentive (SFI). The SFI aims to support the environment and food production, and it rewards farmers for practices that will help to produce food sustainably and protect the environment at the same time, while also providing them a reliable income for doing so. That is because we know that food production and nature preservation go hand in hand. Those practices will help to look after farms in the short and long term by improving soil health or mitigating the impact of extreme weather.</p><p> </p><p>The aim is for the scheme to be flexible for farmers in both the actions that they can take and the land on which they farm. Rather than prescribing what farmers must do, they should have a menu from which to choose what works best for their farm and to their advantage. That is helping those farmers to make their businesses more sustainable.</p><p> </p><p>What is more, Defra is listening to and acting upon farmer feedback about environmental land management schemes. In 2024, we are increasing payment rates for the SFI and Countryside Stewardship (CS) by an average of 10, increasing the number of actions on offer in our environmental land management schemes with up to 50 new actions, making schemes more flexible and easier to access, and continuing to prioritise an ‘advise and prevent’ approach across schemes and regulation, which will make things fairer for all farmers participating in schemes. We will begin to offer SFI and new CS Mid Tier and Higher Tier agreements through rolling application windows this summer with the first agreements starting from the autumn. As a result, applicants will get agreements quicker and earlier than the current annual cycle for CS agreements. answer	answer is ministerial correction date of answer 21/05/2024 answer text <p>HM Courts &amp; Tribunals Service recruited 100 full time equivalent (FTE) staff between June 2022 and June 2023 for the probate service. HMCTS are now holding staffing levels at around 280 FTE compared to 153 FTE in March 2020. This is to maintain the increased volume of grants being issued and providing capacity for a rolling training programme to build the capability of the workforce.</p><p> </p><p>More recent Management Information published by HMCTS shows the average mean length of time taken for a grant of probate (following receipt of the documents required) reduced by 3 weeks in March 2024 compared to February 2024. The average timeliness for cases completing in March was 9 weeks.</p><p> </p><p>Official statistics show that the average time (median) from application submission to grant issue for all grant types was 11.0 weeks in 2023 (mean average time was 13.9 weeks). Analysis of its use will be based on at least one year’s worth of data and published in line with the same approach we take for other statistical releases such as deaths of offenders in the community.</p><p> </p><p>There are strict eligibility criteria for release on ECSL.</p><p> </p><p>Only some offenders due for automatic release on licence at the half-way point of their sentence are eligible to be considered for release under these arrangements. Offenders whose release is a matter for the Parole Board to assess are not in scope.</p><p> </p><p>It remains at the discretion of the prison service to prevent the ECSL release of any prisoners where releasing an offender earlier presents a heightened risk than if they were released at their automatic release date. We cannot provide any breakdowns of the ECSL cohort ahead of publication because they would give an early indication of that cohort and hence these statistics.</p><p> </p><p>Release under ECSL follows the same planning and arrangements as release at the normal automatic release point and that includes making suitable arrangements for accommodation.</p><p> </p><p>We know that having a safe place to stay helps cut crime which is why we are investing in our ground-breaking transitional accommodation service so prison leavers can have a guaranteed 12 weeks of basic, temporary accommodation to provide a stable base on release.</p><p> </p><p>His Majesty’s Prisons and Probation Service has a statutory duty in England to refer someone at risk of homelessness to a local authority for assistance and we have worked closely with DLUHC on the design and delivery of its Accommodation for Ex-Offenders scheme.</p><p> </p><p>In 2022/23, 86% of prisoners were accommodated on first night of release, up from 80% in 2019/20.</p> answering member constituency Charnwood answering member printed Edward Argar question first answered 21/05/2024 13:40:38 answering member 4362 label Biography information for Edward Argar

We cannot provide any breakdowns of the ECSL cohort ahead of publication because they would give an early indication of that cohort and hence these statistics.</p><p> </p><p>HMPPS currently delivers 104 Approved Premises across the country to accommodate higher risk prison leavers and people on probation. The published Impact Assessment (IA) contains a cost benefit analysis and full evaluation of the policy. We estimate there are 2.5 million people balancing employment and unpaid care, who could benefit from this new entitlement.</p><p>The IA commits to reviewing the effectiveness and rationale for the policy by seeking evidence from businesses and employees in 5 years.
