answer text <p>The Facilitated Return Scheme (FRS) offers all foreign national offenders (FNOs) with a determinate prison sentence the opportunity to volunteer to return to their country of origin.</p><p>The average waiting time to return foreign offenders to their country of origin under FRS is not obtainable from our current database. Whilst we aim to consider or decide all applications within 20 days, there is no specific target for removal.</p><p>This is a practical solution which saves the taxpayer considerable amount of money in the long run and means FNOs can be removed as soon as possible, denying them the opportunity to re-offend.</p><p>While we make every effort to ensure that a foreign national offender’s removal by deportation coincides, as far as possible, with their release from prison on completion of sentence, we can face significant and complex challenges when seeking to deport them to their country of origin, including obtaining valid travel documents.</p><p>Published information on FRS was published in December 2021 and is available from <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1043444/The_Facilitated_Return_Scheme__FRS_.pdf" target="_blank">The Facilitated Return Scheme (FRS) (publishing.service.gov.uk)</a>.</p>

answer text <p>VAT is a broad-based tax on consumption and the 20 per cent standard rate applies to most goods and services. Exceptions to the standard rate have always been limited by both legal and fiscal considerations.</p><p> </p><p>The Government recognises that families should not have to bear all of the VAT costs they incur to meet their needs, with domestic fuels such as gas, electricity and heating oil already subject to the reduced rate of VAT at 5 per cent of VAT.</p><p> </p><p>The Government's package of support to help households with their energy bills is more generous than an additional VAT cut on the standing charges for domestic fuel and power, and there would be no guarantee that suppliers would pass on the discounts from this relief to all customers.</p> more like this

answer text <p>The UK Government remains committed to supporting UN efforts to reach a Cyprus Settlement within the UN parameters based on the model of a bi-zonal, bi-communal federation with political equality. We engage with all parties on this. I [Minister Docherty] discussed Settlement with President Christodoulides, Foreign Minister (FM) Kombos and Turkish Cypriot leader Tatar on 10 May. The Foreign Secretary also met FM Kombos on 16 June and discussed Settlement with him. The UK Government believes that, with flexibility, sufficient common ground to start formal negotiations can potentially be found. In the meantime, the UK continues to support confidence-building initiatives to build links between the communities to prepare for any future Settlement.</p> more like this

answer text <p>It is a matter for individual Chief Officers of Police to determine how their force firearms licensing departments deals with applications for firearms certificates subject to the relevant legislation and Statutory Guidance issued by the Home Secretary. However, we would expect police forces to provide an efficient and effective service and we understand that there are concerns about the performance of some forces in this respect. Together with the local Police and Crime Commissioner, I have therefore commissioned an inspection of firearms licensing in Devon and Cornwall Police, and I will receive the report from His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) later this summer. There will also be a wide thematic inspection of firearms licensing in police forces by HMICRFS in 2024/25 that will look at a number of forces.</p><p>In addition, force performance is being actively monitored by the National Police Chiefs’ Council’s lead for firearms licensing.</p><p>I have also written to all Police and Crime Commissioners about the importance of an efficient and effective firearms licensing process in police forces and I continue to receive updates on force performance. A refreshed version of the Statutory Guidance to Chief Officers of Police on Firearms Licensing was published on 14 February 2023, and that contains, amongst other matters, new content about the importance of forces managing caseloads effectively to avoid backlogs. This includes a deadline of 14 August to move away from the routine use of temporary permits.</p>

answer text <p>The Government takes all credible allegations of breaches of sanctions and export controls seriously, and the enforcement agencies will take further action if appropriate. The UK has a number of sanctions in place against Iran including against Iranian UAV manufacturers and related military individuals and executives.</p><p> </p><p>Officials in my department have been leading a review of the allegations made in the recent press articles. They are working at pace with others in the Ministry of Defence, Foreign, Commonwealth and Development Office, HM Revenue &amp; Customs (HMRC), the Department for Science, Innovation and Technology, and the Office of Financial Sanctions Implementation (OFSI) to establish the facts and assess if any export controls (Military, Dual-Use, UK National) or relevant sanctions regulations may have been contravened.</p><p> </p><p>The outcome of this review will determine what further action may be needed. If there has been a potential breach of the sanctions or export controls, HMRC and/or OFSI will consider appropriate enforcement action.</p>

answer text <p>The Archbishops’ Council of the National Church Institutions is absolutely committed to developing fully independent scrutiny of safeguarding within the Church of England to ensure the Church of England is a safe place for everyone, to be transparent and accountable, and to hear the voices of victims and survivors. The actions of the Archbishops' Council and reasons for the decisions taken are set out here: <a href="https://www.churchofengland.org/media-and-news/press-releases/statement-archbishops-council-independent-safeguarding-board" target="_blank">Statement from Archbishops’ Council on the Independent Safeguarding Board | The Church of England</a></p><p>The work of independently reviewing cases will not stop, and the Archbishops’ Council has moved swiftly to put in place interim arrangements, which will be carried out as at present by external experts. The priority will now be to move to the next phase of setting up a fully independent Board, which will be fully separate from the Church. The Church of England will engage with victims and survivors and others to establish a process of working together to design a permanent independent oversight structure as soon as possible. It is not appointing further Board members at this stage.</p><p>The Archbishops' Council has been seeking to resolve the dispute in good faith. But because the two board members were reluctant to engage in those discussions, for example they had not met with the Acting Chair since March, with great regret the Archbishops’ Council felt this was the only way forward.</p>
