answer text <p>We are taking steps in the Data Protection and Digital Information (No. 2) Bill (DPDI Bill) to reform the provisions in the Privacy and Electronic Communications Regulations 2003 (PEC Regulations) which set the rules on the use of cookies (and similar technologies).</p><p>The current legislation prohibits organisations from placing cookies on a person’s computer, or other connected device without consent, unless they are essential for the provision of a requested service (for example, to remember what is in their online basket).</p><p>In practice, this means that web users may experience multiple cookie ‘pop-up’ notices on every website they visit which can negatively affect their browsing experience. That is why</p><p>the Bill will remove the need to seek consent for the placement of some types of cookies that pose low privacy risks, such as those used to count the number of visitors to a web page. As a result of these changes, web users will know that if they continue to see cookie pop up banners, it is because their personal data may be used for more intrusive purposes, such as profiling for advertising purposes.</p><p>The Bill will also allow the Secretary of State to update the list of cookies that do not require consent through the use of regulations. This could be useful if other non-intrusive uses of cookies are identified or, when people become more confident about using different technology, such as browser and device settings, to set their online preferences.</p><p>The DPDI Bill was published on 8 March 2023 and can be found <a href="https://publications.parliament.uk/pa/bills/cbill/58-03/0265/220265.pdf" target="_blank">here</a>.</p>

answer text <p>Amounts are not claimed through either scheme as they are not grant schemes. Instead, they obligate energy suppliers to deliver energy efficiency measures to meet a legislative target based on annual bills savings. The ECO4 scheme is worth £4 billion over four years while the Great British Insulation Scheme is worth £1billion over three years.</p><p> </p><p>ECO4 delivers to those on the lowest incomes and the most vulnerable. To complement this, the GB Insulation Scheme will deliver to a wider group of households, who would otherwise be ineligible for support under existing government energy efficiency schemes, as well as the most vulnerable.</p> more like this

answer text <p>ECO4 is the current iteration of the Energy Company Obligation scheme which began in April 2022 and is scheduled to run until March 2026.</p><p> </p><p>Last autumn, the Government announced a new national ambition to reduce the UK’s final energy consumption from buildings and industry by 15% by 2030 against 2021 levels. The Government has also announced £6 billion of additional funding for energy efficiency from 2025-2028.</p><p> </p><p>The Government will implement the most suitable domestic energy efficiency policies to meet our net zero and fuel poverty commitments.</p> more like this

answer text <p>The Extended Producer Responsibility for packaging (pEPR) summary of consultation responses and Government response published in March 2022 states that modulated fees will be introduced from 2025. As producer fees rates are set based on the tonnages of packaging they supplied in the previous year, introducing fee modulation in the first year of pEPR implementation would not have been technically feasible and would not have left enough time for producers to make more sustainable decisions when designing or purchasing packaging. The introduction of modulated fees in 2025 will ensure that producers and the Scheme Administrator are fully prepared for the introduction of this measure.</p> more like this

answer text <p>Under Extended Producer Responsibility for packaging (pEPR), producers who collect and recycle consumer packaging waste at their own cost, where it is not commonly collected by local authorities for recycling, will be able to reduce their obligation to pay fees to cover the costs of managing household packaging from 2024. This is intended to support our transition to higher recycling rates as we invest in improved collection, sorting and recycling systems for hard to recycle packaging, or transition to using packaging that is already widely recyclable. Packaging that is already commonly collected from households will not be eligible for this offset as this would reduce the efficiency of household collections and increase the risk of fraud, except where it is part of an established re-use system where the same item of packaging is collected, cleaned and re-used multiple times before being recycled. This will provide an added incentive for producers to move to systems of re-useable packaging.</p>

answer text <p>The Government expanded the Warm Home Discount scheme to support more low-income and vulnerable households. The Government published impact assessments when consulting and publishing the Government’s response.</p><p>To be eligible for a rebate under Core Group 2, a household must be in receipt of a qualifying means-tested benefit and living in a property which we have estimated to have relatively high heating costs. Broadly speaking, larger properties, as well as older and more detached properties, have higher heating costs and therefore are more likely to be eligible for a rebate.</p><p>These changes do not apply in Scotland, where customers apply for a Broader Group rebate through their energy suppliers, who can set their own eligibility criteria.</p> more like this
