answer text <p>As has been the case under successive Administrations, non-scheduled air travel is necessary at times for undertaking Government and Royal Household official visits. This may be to the timing and flexibility needed, for security reasons, or due to the location being visited. It can also provide better value for money in the cases of larger delegations (which can include journalists).</p><p> </p><p>The Government has procured a single A321 aircraft for use by Ministers and senior members of the Royal Family. The aircraft was procured through an existing Crown Commercial Framework (RM6016 PSTVS Lot 4) in order to achieve a timely, beneficial and cost-effective solution for the government. Early market engagement concluded that a wet lease was able to offer the best balance between value for money, availability and operational flexibility.</p><p> </p><p>The Cabinet Office ran a competition through the Framework and the winning supplier then offered three best options to meet the requirement. Based on this, cost estimates for the procurement of the aircraft were considered against a range of options and it was assessed that an initial term of 2 years, with the opportunity for annual extensions to the full life of the contract, offered the best balance between value for money and flexibility.</p><p> </p><p>The decision to procure an aircraft was based on a range of factors including guaranteed availability; a biosecure aircraft; UK branding; and an aircraft with a transatlantic range. Before the contract is extended beyond the initial 2 years, an assessment will be made on the most cost-effective option that will range from extending the contract to launching an open competition for a new contract.</p><p> </p>

answer text <p>As I told the right hon. Member in my previous answer (84638), the details of the UK Technology Centre being established by Saab, including its location, are a matter for Saab. The company has committed to opening it this year and I understand that Saab will make an announcement on the location of the centre, together with the number of associated jobs, in due course, but that the company has given no undertakings that the centre will be in Lancashire.</p> more like this

answer text <p>The Defence and Security Public Contract Regulations (DSPCR) 2011 implemented the European Union (EU) Directive 2009/81/EC into UK law. The directive sets EU rules for the procurement of arms, munitions and war material (plus related works and services) for defence purposes. Consequently, the DSPCR applies to all defence and sensitive security procurements procedures beginning on or after the 21 August 2011. The Multi-Mode Radio procurement therefore fully complied with the DSCPR 2011.</p><p> </p><p>Amendments to the Defence and Security Public Contracts Regulations (DSPCR) came into force at the end of the Transition Period to ensure these rules operate effectively following the UK's departure from the EU. The main change is that legal rights of access to UK procurements are now limited to UK and Gibraltar based suppliers.</p><p> </p><p>As set out in the Defence and Security Industrial Strategy published in March 2021, the Government is using the opportunity offered by our departure from the EU to develop a defence and security procurement regime tailored to better meet the UK's needs. We have embarked on a comprehensive review of the DSPCR, as part of the broader Cabinet Office led reforms of procurement regulations set out in the December 2020 Green Paper on Transforming Public Procurement.</p>
