The Prime Minister’s climate change committee will drive further action across Government and we recognise the benefits of taking early actions. The United Kingdom has been a leader in this area for more than a decade; while continuing to reduce our contribution to climate change, we are also taking robust action to improve the resilience of our people, economy and environment.</p><p> </p><p>In line with our 25 Year Environment Plan, the second National Adaptation Programme (NAP) sets out an ambitious range of actions that the Government will implement in the following five years.</p><p> </p><p>The second NAP is informed by the second Climate Change Risk Assessment (CCRA) which was published in 2017 and highlights priority risk areas such as flooding and coastal change risks to communities and infrastructure; risks to health and wellbeing from high temperatures; and risks to natural capital (including terrestrial, coastal, marine and freshwater ecosystems).</p><p> </p><p>Adaptation is rightly integrated throughout the policies and programmes of Government. The NAP is a cross-department collaboration, bringing together Government’s policies on managing climate risks in one place.</p><p> </p><p>This means that teams across Government are involved in a wide range of adaptation activity. Within Defra, this includes embedding adaptation into biodiversity, agriculture, peat, water, and floods’ policies and programmes, amongst others. Beyond Defra, adaptation is mainstreamed into areas such as housing, infrastructure and health. The mainstreaming of adaptation across Government makes it difficult to ascertain exact numbers on staffing who have responsibility for adaptation embedded into their roles.</p><p> </p><p>Defra is the overall lead Department for climate adaptation, though responsibility for ensuring that policies and programmes are climate resilient lies across Departments and policy leads. Our support to the updated UK climate projections (UKCP18), published in 2018, provides an additional tool to help everyone better understand the changes to climate and its risks and make decisions on that basis. Standard methods in TAG estimate the carbon impacts of road transport over the 60-year appraisal period. answer	answer is ministerial correction date of answer 09/03/2020 answer text <p>All strategic road schemes promoted by the Department go through detailed analysis as set out in its Transport Analysis Guidance (TAG). These business cases are underpinned by transport modelling that estimates changes in congestion, induced demand and modal shift when proportionate. A post-opening project evaluation (POPE) assesses whether the benefits set out in a road scheme’s business case are on track to be realised through systematically evaluating metrics in relation to traffic flows, journey times, journey time reliability, safety and environmental impacts. All these are published on the Government website.</p><p> </p><p>Highways England’s 2019 POPE summary analysis brings together the evaluations of around 85 major road schemes that opened between 2002-2014. This shows that around 73% of the schemes evaluated achieved the objective to ‘improve journey times/reduce congestion and/or delay’. Highways England analysis of induced demand includes changes of mode, destination, trip frequency and new car trips. The POPE evidence suggests that 76% of schemes assessed did not lead to induced traffic.</p><p> </p><p>The forthcoming Transport Decarbonisation Plan will consider the transport sector as a whole and the increased contribution that all modes need to make to achieve an economy-wide net zero greenhouse gas emissions target by 2050. This was updated on the 7<sup>th</sup> October 2019.</p><p> </p><p>Highways England publishes the total carbon figure from its own activities and those of its supply chain in its annual Performance Monitoring Statement. This is published on the Highways England website.</p><p> </p><p>All strategic road schemes promoted by the Department go through detailed analysis as set out in its Transport Analysis Guidance (TAG), including carbon from users. Such analysis is used in scheme decision making. answer	answer is ministerial correction date of answer 11/03/2020 answer text <p>As part of the Government’s strategy to support people affected by the Covid-19 public health emergency, DWP is making a number of temporary changes to its benefit processes (and legislation) to ensure people who need financial help have access to the benefit system when they need it.</p><p>To avoid increasing the burden on health care professionals and the risk of further infection, we are removing the requirement for fit notes in relation to both Employment and Support Allowance (ESA) and Universal Credit (UC) claims relating to Covid-19 only.</p><p>Everyone that claims who is infected with Covid-19 or who is required to self-isolate will be treated as having Limited Capability for Work in ESA and UC without the requirement for medical evidence or undergoing a Work Capability Assessment.</p><p>In addition to better support the needs of people (particularly the self-employed and those not eligible for SSP) and/or not entitled to Universal Credit (UC) we are removing the seven waiting days that currently apply to ESA.</p><p>This means that everyone who makes a new claim for ESA; is entitled to the benefit and is infected with Covid-19 or required to self-isolate will be paid from day one of their claim.</p><p>Staff are ready to support people who need to self-isolate.</p> answering member constituency North Swindon answering member printed Justin Tomlinson question first answered 11/03/2020 17:50:28 answering member 4105 label Biography information for Justin Tomlinson

answer	answer is ministerial correction date of answer 09/03/2020 answer text <p>A maximum waiting time of 18 weeks from referral to elective treatment, including for joint replacement surgery, is the existing National Health Service access standard.</p><p> </p><p>Data on waiting times for joint replacement surgery is already published on a monthly basis by NHS England and NHS Improvement. A detailed breakdown of the waiting times for different specialities are available on the NHS website.</p><p>A clinically-led review of NHS access standards is ongoing. NHS England and NHS Improvement’s final recommendations to the Government are due by the Spring and the Government will carefully consider these recommendations.</p><p>The Government is providing an additional £33.9 billion a year by 2023/24 to support measures set out in the NHS Long Term Plan. Additionally, a reform of outpatient services is underway that will reduce the need for patients to attend unnecessary face to face appointments, saving patients time and freeing up medical and nursing time.</p><p>This funding increase and clinical reform will reduce the demand on services while also growing capacity, thereby allowing increasing amounts of planned surgical activity. answer	answer is ministerial correction date of answer 11/03/2020 answer text <p>As the Secretary of State for Defence stated in his Statement of 25 February 2020, Nuclear Deterrent (HCWS125) the Defence Nuclear Organisation and Atomic Weapons Establishment will deliver the UK's replacement warhead and we will continue to work closely with the US to ensure it remains compatible with the Trident strategic weapon system. This is consistent with our approach to our current warhead and we will continue to be fully compliant with our obligations under the Treaty on the Non-Proliferation of Nuclear Weapons.</p><p>As we have previously stated, the replacement warhead is not required until at least the late 2030s, and the programme to deliver it will be subject to the Government's major programme approvals and oversight. We take seriously our commitments on the environment and reducing carbon emissions.
