Escalation is in nobody’s interest. The Prime Minister has spoken to President Trump, President Rouhani, President Macron, Chancellor Merkel and Prime Minister Abdul-Mahdi in recent days, and will have calls with other leaders in the coming days to encourage de-escalation. answer	answer is ministerial correction date of answer 20/01/2020 answer text <p>When the UK leaves the EU, the UK will immediately cease participating in the Dublin III Regulation. We will continue to be bound by Dublin during the implementation period and under the Immigration, Nationality and Asylum (EU Exit) Regulations 2019 there is a ‘savings’ provision, such that any Dublin family reunion cases, which have entered the system before the end of the implementation period, will continue to be processed.</p><p>The Government also remains committed to seeking an agreement with the EU for unaccompanied asylum-seeking children in the EU to join family members in the UK, and vice versa, where it is in their best interests. The Government’s policy has not changed and protecting vulnerable children will remain our priority after we leave the EU. The new Clause 37 in the Withdrawal Agreement Bill reaffirms this commitment while clarifying the role of Parliament and Government in negotiations. Clause 37 places an obligation on the Government to lay a statement before Parliament on this matter.</p><p>The UK provides a safe and legal route to bring families of refugees together through its refugee family reunion policy. This allows a partner and children under 18 of those granted protection in the UK to join them here, if they formed part of the family unit before the sponsor fled their country. It risks creating confusion among employers and service providers and will have the effect of impeding EU citizens access to benefits and services to which they are entitled. It could lead to resident EEA citizens who have not applied for a document being discriminated against compared to those to have been documented. And if such a system were applied only to certain cohorts of EEA citizens, such as looked after children, they would be put at the greatest risk of suffering such discrimination.</p><p>Children who have do not apply because their parent or guardian did not submit an application on their behalf can submit a late application. This includes children in care and care leavers.</p><p>The Home Office has been engaging with relevant stakeholders such as the Department for Education, Local Government Association and Association of Directors of Children’s Services to assess the needs of this group and ensure they are supported.</p><p>The Home Office has issued a series of letters to all Directors of Children Services making recommendations about the activity local authorities and their staff need to undertake to make applications to EU Settlement Scheme (EUSS) for looked after children and care leavers. Identifying the eligible cohort of children and care leavers was one of the recommendations, along with identifying resource to manage this work stream.</p><p>These recommendations have been followed up with a round of teleconferences aimed directly at local authorities and Health and Social Care Trusts to find further information about EUSS and to share information with colleagues across the UK. The aim of the teleconferences is to monitor the level of take up to the scheme and to surface early any problems a local authority might be experiencing.
