answer text
The Government recognises the importance to businesses and households of having access to an affordable, secure and sustainable supply of energy. The Yellowhammer Reasonable Worst Case Planning Assumptions are not based on a single forecast of expected prices. Many factors impact electricity prices including factors such as fuel prices, exchange rates and generation mix.

We expect that any change in electricity prices in Great Britain as a result of changes to interconnector trading arrangements would fall within the normal range of market volatility.

We assume in this Reasonable Worst Case Planning Assumption that the Single Electricity Market (SEM) shared between Northern Ireland and Ireland may not be able to continue. If this is the case we would expect higher and more volatile electricity prices in Northern Ireland as a result of losing benefits from the more efficient, shared market. By far the best outcome for electricity in Northern Ireland is to maintain the SEM and the Government remains committed to seeking to maintain the SEM in any scenario.

For those medicines that cannot be stockpiled because, for example, they have short shelf-lives, such as medical radioisotopes, we have asked suppliers to make alternative arrangements using airfreight. answer text
Veterinary medicines have been recognised by the Government as critical to human and animal welfare and national security.

The majority of veterinary medicines used in the UK (and ingredients and components to make them) are either produced in or enter via the EU. The Government is working with animal health companies who have been carrying out extensive EU Exit contingency planning for all EU Exit scenarios, including no deal, covering all aspects of their supply chains, from regulatory compliance and stocking levels to logistics and customs. This includes, as appropriate, increasing stocks of product in the UK, changing supply routes, transferring marketing authorisations and other regulatory processes.

Additional cross-government activities include a comprehensive business/trader readiness information campaign to help individuals and businesses understand what they need to do to get ready for Brexit and the Government’s Freight Capacity Framework is intended to support the continued supply of Category 1 goods (to include veterinary medicines) in the event of border disruption.

Supply is expected to cope with a normalised ordering pattern.

With this planning in place, we are confident that we have made every effort to ensure continuity of supply of veterinary medicines in the UK.

answer text
Working closely with the regulators, the government has legislated extensively to prepare for a No Deal. This includes the Temporary Permissions Regime (TPR) which will allow EEA firms currently passporting into the UK to continue doing so temporarily after Brexit, and a transitional power for regulators to phase in post-exit regulatory requirements for firms where they have changed as a result of the UK leaving the EU.

Following this and wider action by industry and regulators, the Bank of England’s Financial Policy Committee (FPC) judges that “most risks to UK financial stability from disruption to cross-border financial services in a ‘no deal’ scenario have been mitigated”. The FPC have also said that the core of the UK’s financial system is “resilient to and prepared for the wide range of risks it could face, including a disorderly Brexit”. While most risks have been addressed, the FPC is clear that the UK authorities are not able to fully address risks to EEA customers through unilateral action and “in the absence of further action by EU authorities, some disruption is possible.”
