answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>As set out in the Political Declaration, the UK and the EU have agreed their intention to put in place a comprehensive air transport agreement (CATA). This will provide market access for UK and EU airlines, and close cooperation on aviation safety, security and air traffic management. Where market access beyond Europe is currently determined by EU-negotiated arrangements, the Withdrawal Agreement sets out that the EU will notify treaty partners and third countries that the UK is to be treated as an EU Member State for the purposes of its international agreements during the implementation period, including air service agreements.</p><p>In the event of a no deal both the UK and the EU have plans in place to ensure that travel will continue in the short term. The Department uses these forecasts to inform policy. We remain committed to delivering safe, secure and affordable housing to people across the country. Our exit from the EU will not change this priority. The needs of all public transport users must be taken into account when considering how to manage the different public transport networks. Changes at one station or location may benefit passengers there but may be a disadvantage to passengers further along the route.</p><p> </p><p>The Department is currently in the process of building the Bus Open Data Digital Service which will serve as a platform for bus operators to provide their route, timetable, location, and fares data. This is due to necessary changes in their manufacturing process, meaning that Calea is operating at reduced capacity. We understand the concerns of those who use these products. answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>There are no plans to change the existing well-established principles around consent to treatment on behalf of children or to bring forward legislation. The principles around consent to treatment or refusal of treatment apply to both general treatment and the very difficult decisions around end of life.</p><p>It is a general legal and ethical principle that valid consent must be obtained from an individual or, where the individual is not competent to make such decisions, from someone acting on the individual’s behalf, before starting a treatment or physical intervention.</p><p>However, those under 16 are not automatically presumed to be legally competent to make decisions about their healthcare. Where someone under 16 is not considered competent to give consent for themselves, the existing principle is that consent should be sought from a person with parental responsibility although in certain circumstances this can be overruled by the courts.</p><p>In ‘Our Commitment to you for end of life care’, we set out what everyone should expect from their care at the end of life and the actions we are taking to make high quality personalised care a reality for all. On 27 June, the UK became the first major economy in the world to set a legally binding target to achieve net zero greenhouse gas emissions from across the UK economy by 2050. We will continue to work closely with our European and other international partners to secure ambitious climate objectives. We will do this through continued cooperation in multilateral groups - including the UNFCCC, G7, G20, the Commonwealth and the International Energy Agency – as well as continued strong bilateral relationships on climate with countries around the world.
