answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>When deciding whether to certify an extradition request, the Secretary of State follows the following criteria as set out in Section 70 of the 2003 Extradition Act: -</p><p>(1) The Secretary of State must issue a certificate under this section if he receives a valid request for the extradition to a category 2 territory of a person who is in the United Kingdom.</p><p>(2) But subsection (1) does not apply if the Secretary of State decides under section 126 that the request is not to be proceeded with.</p><p>(3) A request for a person’s extradition is valid if— <br>(a) it contains the statement referred to in subsection (4), and <br>(b) it is made in the approved way.</p><p>(4) The statement is one that the person— <br>(a) is accused in the category 2 territory of the commission of an offence specified in the request, or <br>(b) is alleged to be unlawfully at large after conviction by a court in the cate-gory 2 territory of an offence specified in the request.</p><p>(5) A request for extradition to a category 2 territory which is a British over-seas territory is made in the approved way if it is made by or on behalf of the person administering the territory.</p><p>(6) A request for extradition to a category 2 territory which is the Hong Kong Special Administrative Region of the People’s Republic of China is made in the approved way if it is made by or on behalf of the government of the Re-gion.</p><p>(7) A request for extradition to any other category 2 territory is made in the ap-proved way if it is made— <br>(a) by an authority of the territory which the Secretary of State believes has the function of making requests for extradition in that territory, or <br>(b) by a person recognised by the Secretary of State as a diplomatic or consu-lar representative of the territory.</p><p>(8) A certificate under this section must certify that the request is made in the approved way.</p><p>(9) If a certificate is issued under this section the Secretary of State must send these documents to the appropriate judge— <br>(a) the request; <br>(b) the certificate; <br>(c) a copy of any relevant Order in Council.</p> answering member constituency Ruislip, Northwood and Pinner answering member printed Mr Nick Hurd question first answered 24/06/2019 15:44:20 answering member 1561 label Biography information for Mr Nick Hurd

answer	answer is ministerial correction date of answer 25/06/2019 answer text <p>Of the variables referred to, those that impact the efficiency of the boiler itself are the heat distribution system, comprising emitters, pipes and pumps and the user controls.</p><p> </p><p>Condensing boiler efficiency is typically improved by a lower water return temperature. The design, efficacy and maintenance of the heat distribution system can impact this temperature. For example, an undersized system will require a higher flow temperature making it more difficult to achieve a low return temperature.</p><p> </p><p>User controls such as timers and thermostats can impact when the boiler turns on and off. The rate of this (cycling) can also impact the efficiency of the boiler with rapid cycling being potentially detrimental to efficiency. answer	answer is ministerial correction date of answer 25/06/2019 answer text <p>Local authorities have powers under the Building Act 1984 to enforce the building regulations, including fixed building services such as boiler installations, and have work altered or removed that does not comply. The Building Regulations and Gas Safe rules of registration require that Gas Safe registered businesses comply with their geographical area regulations by notifying any relevant appliances they have installed to the Local Authority. Failure to comply can result in disciplinary action and can ultimately result in traders being struck off the Gas Safe Register.</p><p> </p><p>An initial assessment of Boiler Plus planned for later this year will reveal if there are significant instances of non-compliance. The 2016 consultation asked the boiler industry what would be an appropriate lead-in period to allow traders to make preparations, such as clearing old stock, ahead of new standards coming into force. A majority of respondents stated that three months would be sufficient. BEIS officials worked closely with BRE to assess this risk when the matter was first raised in 2018, and agreed that non-compliance is not the correct interpretation of their paper. They have since published a clarification on their own website, to ensure their work is not misused to make inappropriate claims.
