Where the scheme has a wider range of beneficiaries, the Government will consider, along with other relevant stakeholders, the need for additional public funding on a case-by-case basis.</p><p> </p><p>The Western Rail Link to Heathrow is being promoted by Network Rail and is expected to benefit both airport and non-airport users. The scheme must demonstrate a satisfactory business case; with the cost to the public purse being a factor. answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>Electoral law allows parties to adopt a fundraising strategy that focusses on raising funds in small amounts. A positive aspect of this is broad engagement of people in politics.</p><p>Parliament set a threshold of £500, above which donations must be from permissible sources. This is to limit influence from outside the UK on our elections and democracy. Below the threshold, sums given to parties and campaigners are not considered to be donations under law, but recipients still need to satisfy themselves who is giving these sums. Multiple sums from a single source could aggregate to above £500 triggering the permissibility rules. This would exclude overseas donors not on the UK electoral register.</p><p>Parties must have systems in place to comply with the rules, and the Commission provides advice to parties and campaigners about how to ensure that they do. If the current law is complied with, there is no reason why micro funding would result in impermissible donations from overseas donors. answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>The UK continues to engage with a range of opposition and members of the protest movement, as well as the Transitional Military Council (TMC). We have frequently called for the Sudanese authorities, both in public and directly with them in Khartoum, to ensure that peaceful protests are not met with violence and that those responsible for the injuries and deaths of protestors are held to account. The UK, alongside Troika partners Norway and the US, has called for all sides to engage in an inclusive dialogue that leads to a swift, orderly and peaceful transition to civilian rule. On 4 June in a joint Troika statement, we condemned the recent violent attacks by Sudanese security forces against peaceful protestors in Sudan which left many civilians dead or injured. We also expressed serious concern over TMC's announcement that it would cease negotiations and called for an agreed transfer of power to a civilian-led government.</p><p>On 6 June, I summoned the Sudanese Ambassador to the Foreign and Commonwealth Office to express our grave concerns at the use of violence against civilians by the Sudanese authorities. The UK has called for the human rights of all Sudanese people to be respected, and for the resumption of the political process leading to an agreed peaceful transfer of power to a civilian-led government, as demanded by the Sudanese people. We will continue to engage with all sides to support a settlement that works for all Sudanese people.</p><p>The UK also continues to promote comprehensive peace negotiations through our role in the Troika. The British Government was shocked by footage released in July 2018, although subsequently dated to 2015, showing alleged Boko Haram supporters being killed in northern Cameroon. I condemned these horrific killings in a public statement and urged the Government of Cameroon to ensure those responsible face justice. Seven soldiers have subsequently been arrested. The British Government continues to raise concerns about human rights violations and abuses at the highest levels, including at the UN Security Council on 4 June at a briefing of the UN Office for Central Africa. The UK along with Austria led a cross-regional statement raising concerns at the UN Human Rights Council in March. We welcome the recent visit to Cameroon by the UN High Commissioner for Human Rights and the Government of Cameroon's reported openness to working with the UN to address the severe humanitarian situation and tackle violations and abuses of human rights. The relevant link is ‘Assaults in prison custody 2000 to 2018’ and the information can be found in table 3.1: Prison assaults summary statistics by calendar year, England and Wales, 2000-2018.</p><p> </p><p>The Government is taking unprecedented action to improve safety in prisons. We have recruited over 4,700 more prison officers since October 2016, and we now have the greatest number in post since early 2012. The Challenge, Support and Intervention Plan case management process for prisoners at risk of violence has been mandated for all prisons to help staff to manage violent prisoners and those identified as posing a raised risk of being violent.</p><p>We are investing an extra £70 million to improve safety, security and decency, and equipping officers with PAVA incapacitant spray and body-worn cameras to help prevent serious harm to staff and prisoners when dealing with violent incidents. We are improving perimeter security and introducing new x-ray scanners, drug-detection dogs and dedicated search teams to address the supply of drugs that we know are fuelling much of the violence in custody. answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>On 23 May, the Treasury formally directed the Financial Conduct Authority (FCA) to launch an independent investigation into the events at London Capital &amp; Finance (LCF), and approved the FCA’s appointment of Dame Elizabeth Gloster to lead it. The investigation will look at the events and circumstances surrounding the failure of LCF and whether, in its supervision of LCF, the FCA discharged its functions in a manner which enabled it to effectively fulfil its statutory objectives. Dame Elizabeth will be able to consider any other matters she deems relevant to the events set out in the Treasury’s direction to the FCA.</p><p> </p><p>Dame Elizabeth is an experienced barrister, leading QC and Judge at the High Court and Court of Appeal. The Treasury is satisfied that she will be able to lead a robust and independent investigation.</p><p> </p><p>The Treasury has stipulated that the investigation should be completed within 12 months, whilst allowing the investigator to report sooner than 12 months if this is feasible.
