answer	answer is ministerial correction date of answer 12/12/2018 answer text <p>The Regulator of Social Housing operates independently within the framework set by legislation and sets its own criteria that applicants for registration must meet. Local authorities that own housing stock are automatically registered and private organisations such as housing associations can voluntarily apply to register. Any applicant that is eligible for registration and meets these criteria must be registered.</p><p>The current process of registration is designed to provide the Regulator of Social Housing with assurance that providers are well-managed and financially viable. Almost all new applicants for registration have plans to provide fewer than 100 homes. This is in line with Professor Stephen Glaister’s interim report. While Govia Thameslink Railway (GTR) contributed to this failure, the failure cannot be solely attributed to them. The Department has concluded that a termination of the franchise would cause further and undue disruption for passengers and is not an appropriate course of action.</p><p> </p><p>The Government is holding GTR to account for their role in the unacceptable performance following the introduction of the May timetable. GTR will make no profits this financial year, and will have a profit cap for the rest of the franchise term. Furthermore, GTR will be contributing £15m towards tangible improvements for passengers. Disability Rights UK, the largest pan-disability organisation in the UK, supported by the Local Government Association, will deliver the fund.</p><p>The EnAble Fund is now open for candidates to apply and political parties have been notified. The question as to whether the Fund should be extended, or the annual funding profile carried forward, will be given due consideration during the preparations for the next Spending Review, which will take place next year.</p><p>The Government recognises that the community-led housing sector offers significant potential for helping to meet housing need across England. In addition to helping increase the rate of delivery of new housing, it will help deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction, and sustaining local communities and local economies. answer	answer is ministerial correction date of answer 07/12/2018 answer text <p>Residents of co-operatives are exempt from the Voluntary Right to Buy, and housing associations – including those partnering in community-led schemes – will have discretion not to sell certain homes. answer	answer is ministerial correction date of answer 03/12/2018 answer text <p>The vast majority of tenancies end without problem and it is only in a minority of cases that landlords seek repossession of their property through the courts. The English Housing Survey 2016-17 found that just 10 per cent of tenants moved because they were asked to leave or were given notice by their landlord and not all these cases involved in court proceedings.</p><p>Only a small percentage of moves in the private rented sector end in the courts. In England and Wales, there were 20,590 private landlord possession cases in 2016-2017, compared to the total of 1.1 million moves into and within the Private Rented Sector.</p><p>Landlords need to know they have the flexibility to get their property back quickly when their circumstances change. Without those assurances, landlords would be less willing to enter and stay in the market, which does not help tenants.</p><p>The government is committed to protecting the rights of tenants and giving them more security. We recently consulted on ways to overcome the barriers to landlords offering longer, more secure tenancies in the private rented sector. This included seeking views on the grounds under which a landlord should be able to recover their property.</p><p>Some landlords have expressed concerns about their ability to repossess their property through the courts. To better understand this we launched a call for evidence, on 13 November, to better understand the experience of courts and tribunal service users, including members of the judiciary, landlords and tenants, in property cases. This call for evidence will close on 22 January.</p><p>We want to consider carefully the responses to both the consultation on overcoming the barriers to longer tenancies, and the call for evidence on user experience of the courts, before making any policy decisions.
