We regularly raise with Turkey the need to fully protect fundamental rights, particularly in the areas of freedom of expression and assembly. We also encourage protection of the rights of LGBTI persons, and work closely with Turkish civil society organisations active in this area. Any proposals to change the maximum penalties would require the approval of the Cabinet’s Social Reform (Home Affairs) sub-Committee. The Government keeps maximum penalties under review. This includes sentencing trends, and whether there is any evidence that the courts may be finding their sentencing powers inadequate. The last review was conducted in the context of the Government’s response to the House of Commons EFRA Committee report on animal welfare published on 2 February 2017 on EFRA website. Government noted in its response that the Sentencing Council has reviewed the magistrates’ court sentencing guidelines, including those in relation to animal cruelty cases. The decision to refuse a visa is recorded on our case working system, Proviso, a separate record is created when the decision is dispatched. Individuals have access to an online tracking service through the commercial partner which informs them when a decision has been made on their visa application and is available for collection or delivery. The Visa Application Centre is not privy to the justification to issue or refuse a visa. The primary method of service of any visa decision, whether issue or refusal, is via the Visa Application Centre unless they have requested another route, such as a courier service. There is no routine use of mail that is not recorded in any manner.</p><p> </p><p> </p><p>The service of a deportation decision is dependent on the location of the individual on which the decision is being served. Where the individual is detained in prison or an immigration removal centre, the deportation decision is served directly on the individual by officials in the prison or immigration removal centre. Where the individual is not detained a deportation decision is sent by recorded delivery to the individuals last notified address and a copy sent to their legal representative. We will now work to ensure the Mission has a robust mandate and strong composition and will be urging the Burmese authorities to cooperate fully with it.</p><p>The UK continues to seek an end to all violations and to prevent an escalation in violence, including against Rohingya Muslims. Human rights and democratic reform will remain at the heart of British policy towards Burma. answer	answer is ministerial correction date of answer 11/07/2017 answer text <p>We are deeply concerned by reports detailing human rights violations against Rohingya Muslims in <a href="https://en.wikipedia.org/wiki/Rakhine_State" target="_blank">Rakhine State</a> of Burma. These include the reports by the <a href="https://en.wikipedia.org/wiki/UN" target="_blank">UN</a> <a href="https://en.wikipedia.org/wiki/High_Commissioner_for_Human_Rights" target="_blank">High Commissioner for Human Rights</a>, as well as the UN <a href="https://en.wikipedia.org/wiki/Special_Rapporteur" target="_blank">Special Rapporteur</a> on the Situation of Human Rights in Burma and by a range of international human rights organisations. We are also concerned by the humanitarian situation facing the people in Rakhine with up to 70,000 refugees fleeing across the border into Bangladesh.</p><p>With our International partners, we have co-sponsored a Resolution at the Human Rights Council in March 2017 which established a Fact Finding Mission to assess human rights violations in Rakhine. We urge the Burmese authorities to cooperate with the Mission as agreed by the Human Rights Council.</p><p>The UK continues to seek an end to all violations of international law, and to prevent escalation, irrespective of whether these violations fit the definition of specific international crimes.
