answer text <p>The Department has published advice for head teachers to help ensure their charging policies comply with the law. The advice accurately reflects the terms of the Education Act 1996.</p><p> </p><p>The ‘Charging for School Activities’ advice states schools can ask for voluntary contributions for the benefit of the school or any school activities. When schools request voluntary contributions they should not pressurise parents into paying and must make clear to parents there is no obligation to make any contribution.</p><p> </p><p>The advice also states that no child should be excluded from an activity simply because their parents are unwilling or unable to pay.</p><p> </p><p>The core schools budget has been protected in real terms since 2010, with school funding at its highest level on record at more than £40bn in 2016-17.</p><p> </p><p>The Government continues to provide support for schools to help them use their funding in the most cost effective ways, including improving the way they buy goods and services, so‎ they get the best possible value.</p><p> </p>

answer text <p>Decisions related to the provision of stem cell transplantation are an operational matter for NHS England. Stem cell transplants for sickle cell disease in adults are not routinely commissioned by NHS England. Whilst stem cell transplants can be effective for some carefully selected patients, stem cell transplantation can also lead to a number of complications, some of which can be severe and life threatening.</p><p> </p><p>NHS England commissioning policy for stem cell transplants is kept under review in the light of the latest clinical evidence. The National Institute for Health Research is currently inviting research proposals for a multicentre randomised control trial to address the clinical and cost effectiveness of stem cell transplantation in adults with severe sickle cell disease. Evidence from this trial will inform NHS England commissioning policy related to stem cell transplants in adults with sickle cell disease.</p><p> </p> more like this

answer text <p>The All Party Parliamentary Group on Steel and Metal Related Industries has written to us with a copy of this report. We appreciate the time and work that has gone into this document which puts forward interesting points and recommendations. These align with the key objectives industry has asked of Government, and we have made good progress in delivering energy cost relief – paying £133m to the steel sector - EU emissions regulations, tackling the dumping of steel in the EU, reforming procurement guidelines and publishing a pipeline of procurement opportunities for the steel sector. Our goal is to work with the UK steel sector to create the right environment for investment and growth. We will continue to engage with the All Party Group as we seek to find a long-term viable solution for the industry.</p> more like this

answer text <p>Following an open competition a contract to recycle the vessel was awarded to Leyal Ship Recycling Ltd on 23 August 2016. The Ministry of Defence (MOD) subsequently received an outline proposal from a business consortium to purchase the former HMS ILLUSTRIOUS as a heritage asset. However, it has not been taken forward.</p><p> </p><p>HMS ILLUSTRIOUS is now the property of Leyal Ship Recycling Ltd and to cancel the sale agreement at this late stage would result in significant financial cost to the MOD.</p><p> </p> more like this

answer text <p>Since the introduction of the National Minimum Wage (NMW) Act there have been 9 prosecutions for NMW offences.</p><p> </p><p>However, prosecutions are not necessarily the best approach in most cases. Criminal sanctions against companies mean that employees – the ultimate beneficiaries of enforcing the NMW – end up waiting longer for their lost earnings to be paid back.</p><p> </p><p>From April this year we increased the civil penalties incurred by non-compliant workers to 200% of the arrears owed to the worker, up to a maximum of £20,000 per worker – having recently increased the penalty cap from £5,000 per employer. We have also increased the enforcement budget for the National Minimum and Living Wage to £20 million for this year, up from £13.2 million in 2015/16. The additional funds will be used to bolster HMRC’s resources through an increase in the number of compliance officers available to investigate NMW abuses, as well as to conduct risk-based enforcement in sectors or areas where there is a higher risk of workers not being paid the legal minimum wage.</p><p> </p><p>We will also continue to publically name and shame eligible employers in Government press notices. We expect this tobe a deterrent to employers who would otherwise be tempted not to pay the NMW, but also an incentive for all employers to make sure that they are consistent with the law.</p><p> </p>
