At the Budget, spirits duty was frozen, making freezes continuous since 2017. As part of our alcohol duty review, the Government intends to move to a system where all products are taxed in reference to the litres of pure alcohol they contain, making the taxation of other products more consistent with Scotch. Above 8.5% ABV there is to be no differentiation between product categories, providing a more level playing field between spirits and other products. The Energy Bills Rebate will provide around 28 million households with an upfront discount on their bills worth £200. Energy suppliers will apply the discount to domestic electricity customers from October, with the Government meeting the costs. Households in England, which are in council tax bands A-D, will also receive a £150 rebate on their council tax. The rebate to bills will be made directly by local authorities from April and will not need to be repaid.</p><p>DWP administers the Cold Weather Payment scheme, which provides £25 extra a week to vulnerable people in receipt of certain income-related benefits, when the average temperature has been recorded, or is forecast to be, 0 degrees Celsius or below over 7 consecutive days at the weather station linked to an eligible person’s postcode.</p><p>Some customers in receipt of Universal Credit may be entitled to a Winter Fuel Payment if they or their partner reached state pension age on or before 26 September 2021.</p><p> </p><p>The Department for Business, Energy and Industrial Strategy administers the Warm Home Discount Scheme for low income and vulnerable customers. It gives direct assistance with their energy costs. Energy suppliers provide rebates on energy bills currently worth £140 per household each winter. The archive of books and journals is housed at the Defence Academy in Shrivenham, with support including direction and funding of cataloguing activity, ongoing provision of subscriptions to digital journals, and librarian services to support journal access and management. Defence has committed £63,000 in 2021 to the archive.</p><p>Looking forward, the Defence Academy have recently commissioned a detailed study of this capability, alongside their other library facilities, to find new ways of best utilising the archive to assist in understanding the Russian military within a broader, integrated reference capability. answer	answer is ministerial correction date of answer 13/12/2021 answer text <p>Of the 41 complaints of rape and sexual assault made to the Service Police by women under the age of 18 in the armed forces since 2015 and referenced in the response to FOI2021/09403 on 21 September 2021, approximately five were from women at the Army Foundation College in Harrogate.</p><p>These figures are single Service estimates; not official statistics produced or checked by Defence Statistics and are subject to known data quality issues affecting accuracy. This figure has been rounded to five as a means of disclosure control and the preservation of anonymity, as well as conveying an appropriate level of precision.</p><p>This figure has been sourced from the Service Police crime record management system. As this is a live system not designed to produce statistics and reliant on individual interpretation, this figure may not match responses to other similar requests.</p><p>Official Defence Statistics relating to sexual offences investigations are held and published annually on the .gov.uk website.</p><p>You will also wish to be aware that the MOD has made it absolutely clear there is no place for unacceptable behaviour in the Armed Forces. We recognise the great courage it takes to come forward and report a sexual offence and Commanding Officers must always refer any allegation of rape and sexual assault, or any other offence which may have a sexual element, to the Service Police. answer	answer is ministerial correction date of answer 30/11/2021 answer text <p>The UK government is committed to promoting equality for LGBT people at home and abroad and we continue to be recognised as one of the top 10 most progressive countries in Europe for LGBT rights.</p><p>Earlier this year, the Minister for Women and Equalities set out her top priorities, which we are making good progress towards delivering. We have launched a public consultation on our plans to ban conversion therapy; we are digitising the Gender Recognition Certificate application process, having already reduced the fee, and are improving healthcare for trans people; and the Department for Education recently announced over £1 million in funding to support schools and colleges to tackle all forms of bullying, including anti-LGBT bullying.</p><p>We have also appointed Iain Anderson as LGBT Business Champion, and the Prime Minister has appointed Lord Herbert as Special Envoy on LGBT rights, with both an international and domestic focus.</p><p>We look forward to hosting <em>Safe To Be Me: A Global Equality Conference </em>next year, which will bring together government representatives, businesses, civil society and international parliamentarians to address the safety of LGBT people at home and abroad.</p> answering member constituency Finchley and Golders Green answering member printed Mike Freer question first answered 30/11/2021 11:51:04 answering member 4004 label Biography information for Mike Freer
