It is also the case that there are certain circumstances where regulations permit that contracts can be awarded without a competition, including where there is extreme urgency.</p><p>As has been the case under successive administrations, this Government works with a number of suppliers to provide polling and focus group work. Public First was engaged by the Cabinet Office to test public opinion and reaction to government messaging, including focus groups for COVID-19 research. Details of this contract have been published on GOV.UK in the usual way.</p><p>No ministerial sign off was sought for the award of a contract to Public First. Details of Ministerial meetings are published quarterly on GOV.UK.</p><p>A claim for Judicial Review was issued by the High Court on 10 July 2020 in relation to the award of this contract. answer	answer is ministerial correction date of answer 02/09/2020 answer text <p>The latest figures show carbon dioxide (CO<sub>2</sub>) emissions associated with imported goods fell by 1% between 2016 and 2017, and by 16% between 2007 (when they peaked) and 2017.</p><p> </p><p>The latest figures published are at: <a href="http://www.gov.uk/government/statistics/uks-carbon-footprint" target="_blank">www.gov.uk/government/statistics/uks-carbon-footprint</a> but they focus on greenhouse gas emissions rather than just CO<sub>2</sub> emissions. Consumption emissions are officially categorised as “experimental statistics” due to inherent uncertainties in the estimates produced. The UK’s GHG emissions statistics used for the purposes of measuring progress against the net zero target are calculated in line with the standard international accounting approach for measuring emissions as established by the United Nations Framework Convention on Climate Change.</p><p> </p><p>The Government's Resources and Waste Strategy for England sets out its ambition to move from a make, take, use, throw linear economic model to a more circular economy which will reduce our carbon footprint from imported emissions through increasing repair, reuse, remanufacture and other waste prevention activities.</p><p> </p><p>The Environment Bill includes measures that will help consumers to make purchasing decisions that support the market for more sustainable products. answer	answer is ministerial correction date of answer 01/09/2020 answer text <p>The Settlement Resolution Centre followed Public Health England advice to ensure staff worked from home where possible, this led to a short period during which phone lines were closed to incoming calls.</p><p> </p><p>The telephone service was quickly re-established with lines reopening, on a limited basis, on 1 May and a full service resumed on 11 May.</p><p> </p><p>While phone access was unavailable, the centre continued to receive and respond to enquiries made via the online contact form.
