However, the Prime Minister's Special Envoy on Freedom of Religion and Belief, Lord (Tariq) Ahmad, set out the Government's position in Parliament on 25 July. Lord Ahmad said,</p><p>&quot;I note the time and energy that the International Coalition to End Transplant Abuse in China has dedicated to this issue. Officials have reviewed the evidence thoroughly. While the evidence is not incontrovertible, we take these allegations seriously and have consulted the World Health Organization and international partners. The evidence provided disturbing details about the mistreatment of Falun Gong practitioners, and raised worrying questions about China's transplant system. answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>In the Yorkshire and Humber area, the Local Government Pension Scheme is split into four funds - the North Yorkshire Pension Fund (administered by North Yorkshire County Council), the West Yorkshire Pension Fund (administered by the City of Bradford Metropolitan District Council), the East Riding Pension Fund (administered by East Riding of Yorkshire Council) and the South Yorkshire Pension Fund (administered by the South Yorkshire Pensions Authority). According to data submitted to the Department for the 2017/18 scheme year, membership records for each are as follows:</p><p> </p><p><strong>North Yorkshire Pension fund</strong></p><p>Active members (those in employment actively contributing to the scheme) – 31,194</p><p>Pensioner members (those members receiving a pension from the scheme) – 20,476</p><p>Deferred members (those members who are no longer active but are not yet receiving a pension) – 35,813</p><p>Total membership – 87,483</p><p> </p><p><strong>West Yorkshire Pension Fund</strong></p><p>Active members – 101,794</p><p>Pensioner members – 84,833</p><p>Deferred members – 97,583</p><p>Total membership – 284,210</p><p> </p><p><strong>East Riding Pension Fund</strong></p><p>Active members – 40,051</p><p>Pensioner members – 29,650</p><p>Deferred members – 43,228</p><p>Total membership – 112,929</p><p> </p><p><strong>South Yorkshire Pension Fund</strong></p><p>Active members - 52,412</p><p>Pensioner members - 51,041</p><p>Deferred members - 53, 428</p><p>Total membership – 156,881</p><p> </p><p>Barnsley Metropolitan Borough Council (MBC) is a participating employer in the South Yorkshire Pension Fund and its membership numbers will be included in the above figures. With some exceptions, we proposed that members should have a continued right to membership of the LGPS, in line with central Government Fair Deal policy. We also proposed the introduction of a new way for outsourced staff to participate in the scheme – ‘deemed employer’ status. The consultation closed on 4 April and elicited detailed comments from a variety of stakeholders, which my officials are considering carefully. answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>In a Parliamentary debate, on 26 March, the former Minister of State for Asia and the Pacific undertook to consult the World Health Organization (WHO) and seek views on allegations of forced organ harvesting in China.</p><p>Subsequently, officials met with the WHO in Geneva and Beijing in April and May. answer	answer is ministerial correction date of answer 05/09/2019 answer text <p>In response to the Independent Review of the Modern Slavery Act, on the 9 July the Home Office launched a public consultation to gather views on proposals to strengthen section 54 of the Modern Slavery Act. The proposals under consideration – including extending the reporting requirement to public sector organisations, requiring organisations to report on specific topics and introducing a new civil penalty regime – would require changes to primary legislation. This case has highlighted the importance of tailoring support according to the individual needs of victims and, in response, we will be embedding a more needs-based approach in our services.</del></p><p><del class="ministerial">In October 2017, Government announced an ambitious package of reforms to the National Referral Mechanism (NRM) – our system for identifying and supporting victims of modern slavery. We have already made significant progress in delivering this complex reform programme and we will continue to drive improvements to the services available to ensure they are meeting the recovery needs of victims.</del></p><p><ins class="ministerial">The Government is committed to stamping out modern slavery and providing victims with the support they need to rebuild their lives.</ins></p><p><ins class="ministerial">We are always working to improve our understanding of the complex needs of victims of modern slavery and to improve the support available.</ins></p><p><ins class="ministerial">In October 2017, Government announced an ambitious package of reforms to the National Referral Mechanism (NRM) – our system for identifying and supporting victims of modern slavery.
