answer	answer is ministerial correction date of answer 17/07/2019 answer text <p>The process to become an academy is school led, with schools’ Local Governing Bodies taking the initiative to apply to their Regional School Commissioners’ office on whether to join an existing academy trust, or form one with partner schools. The only exception to this, where the department takes a leading role, is where a school is judged as ‘inadequate’ by Ofsted, as the law requires the Secretary of State to make an order enabling the school to become an academy.</p><p> </p><p>The department aims to ensure that all schools considering becoming academies are able to join strong academy trusts, and this has historically been supported through trust capacity funding. This represents significant progress against the target set out in the Five Year Forward View for Mental Health for at least 30,000 additional women each year to access evidence-based specialist perinatal mental health treatment by 2020/21.</p><p> </p><p>The NHS Long Term Plan includes a commitment for a further 24,000 women to be able to access specialist perinatal mental health care by 2023/24, building on the additional 30,000 women who will access these services each year by 2020/21. The EU has agreed a regulation on basic road connectivity which guarantees rights for UK hauliers to continue providing services between the UK and the EU should the UK leave without a deal. As it stands, the Regulation would come into effect if the UK left the EU without a deal and would last until 31 December 2019.</p><p>Going forward, we will be working with Member States to agree on bilateral arrangements. answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>The Government is keen that the welfare needs of racehorses are well met, both during their racing lives and afterwards. The British Horseracing Authority (BHA) is responsible for the safety of racehorses at British racecourses and the BHA works alongside the RSPCA and World Horse Welfare to make horseracing as safe as possible.</p><p> </p><p>In relation to starting stalls, the incidence of stalls fatalities is low. In 2018 there was one stalls fatality over the course of 6,591 flat races. In addition the BHA Starting Team discuss any incident which occurs in the stalls with Veterinary Officers and staff handlers to improve safety.</p><p> </p><p>However, both I and the BHA consider that more can be done to make horseracing safer in general which is why I have been holding regular discussions with the BHA about this. Most recently on the 14 May, I met with the BHA as well as the new independent Chair of the BHA’s newly appointed Horse Welfare Board. This was a constructive meeting where the number of fatalities of racehorses was acknowledged and both sides agreed that further action is required to tackle avoidable harm and make the sport safer.</p><p> </p><p>The Board committed to doing all it can to improve welfare outcomes.
