answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>Front line police officers in England and Wales</p><p>Each Chief Constable has a duty to manage and support their workforce effectively, ensuring the welfare of all officers and staff. It is therefore for Chief Constables to determine the appropriate wellbeing and occupational health provision within their police forces, including access to counselling.</p><p>The Government takes the issue of police welfare very seriously and has invested in programmes which offer help directly to officers and staff. In July 2017 the Home Office awarded £7.5 million from the Police Transformation Fund to the College of Policing over three years to pilot and, if these pilots were successful, roll out a dedicated national service to help provide enhanced welfare support to serving police officers and staff.</p><p>Following two years of development and piloting, the National Police Wellbeing Service (NPWS) was launched in April 2019. answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The Home Office is working closely with policing on technology investment plans.</p><p>The current police settlement includes both a significant portfolio of Home Office led technology programmes as well as the Police Transformation Fund which supports a further group of national and local police led programmes. These are delivering transformational opportunities for officers including mobile communications, biometrics and programmes to improve contact with the public. answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>The Environment Agency (EA) regularly tracks water company performance and was concerned that sufficient improvements were not being made to meet our targets prior to this year’s poor results.</p><p> </p><p>In response to these results, the EA is taking action and there will be:</p><p> </p><ul><li><p>An increased number of audits and inspections.</p></li><li><p>Requests for companies to produce root cause analysis reports for serious pollution incidents in order to learn from them.</p></li><li><p>Requests for each company to produce a pollution reduction plan signed off at Chief Executive Office (CEO) level which they will be accountable for.</p></li><li><p>Requests for the companies to share good practice proactively as an industry wide response to the problems we are facing.</p></li></ul><p> </p><p> </p><p>In addition, in July 2019, the EA has set up a new ‘Improving Water Company Performance’ programme which will tighten regulation to encourage water companies to meet their environmental targets. It is extensive and we anticipate it will take some time to deliver fully.</p><p> </p><p>The programme will include:</p><p> </p><ul><li><p>Enhancing the EA’s regulatory tools, including more and better quality inspections, audits and greater use of technology to remotely monitor operations 24 hours a day, seven days a week.</p></li><li><p>Maximising the use of enforcement and sanctions powers to ensure they act as a powerful deterrent.</p></li><li><p>Updating the Environmental Performance Assessment for the 2021-2025 period to include a broader range of measures with tightened standards where appropriate.</p></li><li><p>Working with Ofwat to develop greater links between environmental performance and financial penalties and incentives.</p></li><li><p>Improving our regulation of sewage sludge treatment and disposal to ensure it is sufficiently robust to protect against emerging risks such as chemicals, antimicrobial resistance and micro-plastics.</p></li></ul><p> </p><p> </p> answering member printed Lord Gardiner of Kimble question first answered 24/07/2019 11:50:45 answering member 4161 label Biography information for Lord Gardiner of Kimble

answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>The Sexual Offences Act 2003 provides for a range of sexual offences which rightly carry robust penalties to deal with this serious offending – including some which carry a maximum penalty of life imprisonment. Since 2010, the average length of a custodial sentence for sex offenders has increased by more than 25 per cent. Sentencing in individual cases is a matter for the independent judiciary, who take into account the full facts of each case. The courts are required to follow any guidelines produced by the independent Sentencing Council relevant to the case before them, including the definitive guideline on Sexual Offences.</p><p>For those who receive a life sentence, they must serve the minimum term in prison required by the sentencing court, following which they will only be released by the independent Parole Board if the Board is satisfied they no longer need to be detained for the protection of the public. Other sex offenders may receive an Extended Determinate Sentence (EDS) if the court considers they could pose an ongoing risk. In those cases, the offender must serve at least two-thirds of the custodial term in prison and will only be released before the end of the full custodial term if the Parole Board is satisfied it would be safe to do so</p><p><br>The Government has no current plans to abolish the possibility of parole for offenders serving these types of sentences. HMRC are working with key partners to communicate the potential changes to overseas businesses. answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The Government keeps public sector pay and pensions policy under constant review in the context of the wider public finances.</p><p> </p><p>Pensions tax relief is one of the most expensive reliefs in the personal tax system. In 2017/18 income tax and employer National Insurance Contributions relief cost over £50 billion, with around two-thirds going to higher and additional rate taxpayers.</p><p> </p><p>The tapered annual allowance is therefore focused on the highest-earning savers, to ensure that the benefit they receive is not disproportionate to that of other pension savers. Less than one per cent of pension savers will have to reduce their saving or face an annual allowance charge as a result of the tapered annual allowance.</p><p> </p><p>The Government recognises that some senior clinicians face tax charges owing to the increase in the value of their pension accrual. The tax rules must apply identically to everyone in the same situation, regardless of their employer.</p><p> </p><p>However, the Secretary of State for Health and Social Care has announced plans to consult on proposals for a new flexibility for senior clinicians in the NHS pension scheme via the introduction of a 50:50 option. This is an opportunity for everyone involved in the sport to build on this momentum to continue to raise the profile of women’s football and women’s sport in general.</p><p> </p><p>The government is determined to get more girls and women playing sport, something we set out in our sport strategy, Sporting Future. Football is the second most played team sport for adult women and the top ranked team sport in terms of participation for girls.</p><p> </p><p>We are investing £14.6million into the Football Association (FA) through Sport England between 2017-2021, to support their grassroots participation, talent and coaching programmes. £2.6million of this is specifically reserved for women and girls talent programmes and the FA also receive an additional £2million each year towards improving diversity in its coaching workforce.</p><p> </p><p>Government is also investing £18million into the Football Foundation charity each year to help deliver a programme of new and improved community sports facilities in towns and cities across the country.</p><p> </p><p>All public funding provided is used to benefit men’s, women’s and disability football; for example investment in a mixed coaching programme or facility will benefit all groups within that community.</p> answering member printed Lord Ashton of Hyde question first answered 19/07/2019 10:41:07 answering member 4247 label Biography information for Lord Ashton of Hyde
