As set out in DFID funding agreements with all partners, the International Planned Parenthood Federation (IPPF) has a clear obligation to report incidents to us.</p><p>Over the past year, IPPF’s Director General and IPPF’s Safeguarding Unit have taken significant steps to strengthen their internal systems and to shift culture at the organisation so that people feel safer and more able to report wrongdoing. Action taken by IPPF includes a Safeguarding Taskforce to review and improve overall processes; IPPF’s first employee engagement survey; a set of best-practice safeguarding policies and procedures, including an Independent Complaints Panel; an IPPF SafeReport, which provides a safe space for anyone – including staff, clients, volunteers or member of the public – to raise concerns.</p><p>We continue to regularly review IPPF against our high standards for safeguarding, whistleblowing, risk, governance and code of conduct, and we conduct regular assessments of their safeguarding procedures. In addition to recent safeguarding reforms, IPPF is currently conducting a review of its governance system and structures, which IPPF anticipate will take around six months. The study found that emissions of particulate matter (PM<sub>10</sub>) from MWIs are low and make only a small contribution to ambient background levels. The report is available at the following link:</p><p><a href="http://pubs.acs.org/doi/abs/10.1021/acs.est.6b06478" target="_blank">http://pubs.acs.org/doi/abs/10.1021/acs.est.6b06478</a></p><p>No evidence was found of a link between exposure to PM<sub>10</sub>, which includes PM<sub>2.5</sub>, PM<sub>1</sub> and PM<sub>0.1</sub> emitted from MWIs and infant mortality, or the other birth outcomes investigated. Further information is available at the following link:</p><p><a href="https://doi.org/10.1016/j.envint.2018.10.060" target="_blank">https://doi.org/10.1016/j.envint.2018.10.060</a></p><p>The latest paper found no increased risk of congenital anomalies from exposure to PM<sub>10</sub> emissions, however living closer to the incinerators was associated with a very small increase in risk of some birth defects. As acknowledged by the authors, this finding may be because the study could not fully adjust for factors such as other sources of pollution around MWIs or deprivation. PHE will review its advice in light of new substantial research on the health effects of incinerators published in peer reviewed journals. Clearance times can vary over time, and the median time is the middle value if all the times were ordered from lowest value to highest value.</p><p> </p><p>Table 7C of the same publication shows median clearance times by month for Great Britain as a whole, with April 2019 being the latest month official statistics have been published for.</p><p> </p><p>There is no legislative clearance target for a mandatory reconsideration. We set out in our Road to Zero strategy published last year our mission to put the UK at the forefront of the design and manufacturing of zero emission vehicles and for all new cars and vans to be effectively zero emission by 2040.</p><p> </p><p>The Government’s has also committed £1 billion with industry to 2023 through the Advanced Propulsion Centre (APC), to research, develop and commercialise the next generation of low carbon technologies and £274 million committed by Government to the Faraday Battery Challenge to support the design, development and manufacture of electric batteries.</p><p> </p><p>Our Future of Mobility 2040 mission is ambitious but achievable and we believe it is a key part of the answer to our long term transport air quality and greenhouse gas issues. It puts us at the forefront of the global transition to zero emission vehicles.
