answer text <p>Egypt is a Foreign and Commonwealth Office (FCO) Human Rights Priority Country and the UK regularly raises concerns about human rights with the Government of Egypt. We are concerned about reports of torture and mistreatment in detention in Egypt. We have not raised these individual cases with the Egyptian authorities, but will continue to urge them to ensure all detainees are treated in accordance with relevant international human right standards.</p><p>We have raised these concerns in public, including in our statement at the UN Human Rights Council on 12 March and through the FCO’s Human Rights Priority Country reports, and in private in meetings with Egyptian Government representatives in London and in Cairo. We shall continue to call on Egypt to take action to release journalists and political detainees who remain imprisoned, review mass judicial decisions and remove restrictions on civil society.</p> more like this

answer text <p>The Government’s position remains that leaving with a deal, which includes ambitious internal security arrangements, is in the UK’s best interests. If we leave the EU without a deal, the UK would cease to have access to the EU’s internal security cooperation arrangements upon exit.</p><p>The Home Office continues to work closely with operational partners to ensure readiness for a range of possible exit scenarios in October, including no deal. We are working with these partners to put in place contingency arrangements to transition our cooperation with EU Member States to non-EU channels in a no deal scenario. In the security and law enforcement space, this would include making more use of Interpol, Council of Europe Conventions and other forms of cooperation, such as bilateral channels.</p> more like this

answer text <p>I have asked IPSA to reply.</p><p>As the system is new, IPSA continue to work closely with MPs and their staff to help them understand how IPSA Online works, and how to realise the full benefits. We are continuing to hold group and one-to-one training in Parliament and have staff available on the phone to answer queries. IPSA are conducting a survey to gather more feedback about the new system, with plans for further improvements in due course. IPSA will report to the Speaker’s Committee for the IPSA later in the year on the overall costs and benefits of IPSA Online.</p><p>During the development of the new system, IPSA Online, IPSA carried out usability testing to look at how long a range of tasks and functions would take, compared with the old claims system. Based on this testing, IPSA found that improvements in the new system would take MPs and their staff about 30 per cent less time, due to the simplification of processes and forms. Feedback collected at training sessions also indicated that MPs’ staff expected IPSA Online to be easier and quicker to use than the old system.</p><p>MPs and their staff members will also benefit from the following time-saving changes:</p><p>- ‘Single sign-on’ capability enables MPs and their staff to access IPSA Online directly through their secure parliamentary account without an additional logon.</p><p>- The new system allows claims from different budgets to be submitted on the same form, rather than having to submit multiple forms.</p><p>- Because MPs and staff no longer need to send paper receipts and invoices to IPSA, but can scan or photograph them and upload them digitally onto the system, we can process and reimburse claims more quickly.</p><p>- Staff members can now be reimbursed directly by IPSA for their own expenses, so that MPs no longer need to wait to pay staff once they themselves have been reimbursed.</p><p>- Additional information is available to them directly, for example on the amounts left in budgets and the status of any repayments or amounts owed, so MPs and their staff no longer need to wait for a monthly financial statement or contact IPSA staff to ask about these issues.</p><p>- MPs and their staff are now able to amend their personal details, including any change of name or address, on the new system themselves, without needing to submit a form to IPSA</p>

Eight of the jails involved in the ‘10 Prisons Project’ saw falls in the final quarter of 2018 – four of them by more than 25% - while the number of assaults across the estate reduced by 11%.</p><p> </p><p>Across the prison estate we have invested an additional £70m in a raft of measures designed to improve safety, security and decency – including body-scanners, enhanced searches and new investigative teams – while the 4,700 additional staff we have recruited since October 2016 are making a real difference.</p>

answer text <p>The Government publishes its Safety in Custody National Statistics bulletin on a quarterly basis, which covers deaths, self-harm and assaults in prison custody in England and Wales.</p><p> </p><p>The latest publication is available at: <a href="https://www.gov.uk/government/statistics/safety-in-custody-quarterly-update-to-december-2018" target="_blank">https://www.gov.uk/government/statistics/safety-in-custody-quarterly-update-to-december-2018</a>.</p><p> </p><p>Information about assaults and serious assaults on staff up to December 2018 can be found by selecting the relevant table in the ‘Assaults in prison custody 2000 to 2018’ link. The table is set out by prison and year, and monthly breakdowns can be found by using the ‘+’ and ‘-‘ functions at the top of the table.</p><p> </p><p>assaults on staff table 3.15</p><p>assaults on prisoners table 3.16</p><p>serious assaults on staff table 3.18</p><p>serious assaults on prisoners table 3.19</p><p> </p><p>Violence in prisons remains unacceptably high but there are early signs that we are making progress. Eight of the jails involved in the ‘10 Prisons Project’ saw falls in the final quarter of 2018 – four of them by more than 25% - while the number of assaults across the estate reduced by 11%.</p><p> </p><p>Across the prison estate we have invested an additional £70m in a raft of measures designed to improve safety, security and decency – including body-scanners, enhanced searches and new investigative teams – while the 4,700 additional staff we have recruited since October 2016 are making a real difference.</p>
