We have acquired staff with legislative experience from other Government departments, formed a Legislative Strategy, Capability and Better Regulations team within Defra, and bolstered our capability across the department to help with coordination and upskilling. As a result, we are confident that we can deliver our legislative programme to ensure that we have a working statute book on the day we leave the EU.

more like this

In any scenario, the government’s objective is to ensure that movement through ports is as frictionless as possible.

In the unlikely event we do not reach an agreement with the EU, HMRC will continue to apply an automated, risk-based approach to customs checks. This means any increase in the number of checks will be kept to a minimum. For passengers travelling to the UK from Calais, Border Force will continue to carry out security and identity checks on 100 per cent of passengers. While the EU may choose to impose third country controls it is not clear how soon these would come into effect.
more like this

answer text
We recognise that local police forces are taking steps to address hare coursing and associated crimes and that this is an operational matter for the police. The role of locally elected Police and Crime Commissioners is to hold their forces to account, including on how they tackle the crimes that matter most to residents and businesses.

The government is committed to tackling fly-tipping in rural and urban areas. Local authorities and the Environment Agency have a wide range of enforcement powers to tackle fly-tipping and we have recently strengthened these. In 2016 we gave local authorities the power to issue fixed penalty notices for small scale fly-tipping and enhanced the local authorities and Environment Agency’s ability to search and seize the vehicles of suspected fly-tippers. We recently consulted on the power to issue fixed penalty notices to householders who fail in their duty of care and pass their waste to fly-tippers. Two thirds of fly-tips incidents involve household waste so this will help address the main source of the crime. Subject to parliamentary approval this new power will be available to local authorities and the Environment Agency later this year.

answer text
The Government allocates quota on an annual basis with a principle to ensure that fishing opportunities are allocated for the benefit of all, taking into account the needs of those within existing Producer Organisations (POs) and the needs of the under 10m fleet.

Since 2012, to help support the under 10m fleet, the Government has realigned quota that had neither been fished, leased, gifted nor swapped by POs and was considered unused. This has delivered a 13% increase in quota for the under 10m fleet. In 2016, it generated 677.5 tonnes of additional quota.

In addition, for quota stocks phased in under the landing obligation since 2015, the under 10m fleet has received additional quota. This has provided the non-sector with historic high catch limits which they have been able to take advantage of. To date in 2018, the under 10m fleet has been allocated an additional 1,250 tonnes of quota, equating to an additional £3 million.

It should also be recognised that a significant proportion of catch brought in by the under 10m fleet such as lobster and crabs are not subject to quota controls.
