answer text <p>Intelligence and information on child criminal exploitation is collected at individual force level and Merseyside Police will hold the relevant information. At a national level, the National Crime Agency (NCA) is responsible for producing a national threat assessment on county lines based on information provided by individual forces and Regional Organised Crime Units and this includes child criminal exploitation. The next national threat assessment by the NCA is due to be published very shortly.</p><p> </p><p>We are taking firm action to tackle the issue of child criminal exploitation and county lines this includes: publishing new guidance for practitioners on identifying county lines and helping those being exploited; funding a pilot service for exploited young people caught up in county lines drugs running; match-funding local reviews to build resilience in areas where there are concerns about county lines; and we will be shortly implementing new powers to enable the police to close down mobile phone numbers that are being used to deal drugs as part of the county lines model.</p>

answer text <p>The Ministry of Justice resource and capital budget for major (centrally funded) investment in existing prison buildings in England and Wales for 2017/18 is £93.7m. Future years’ budget allocations have not yet been confirmed.</p><p> </p><p>There are around 175 major capital and resource projects underway or planned to start in 2017/18 or 2018/19 in prisons in England. We are investing £1.3 billion to transform our prison estate and deliver up to 10,000 new places. This includes pushing ahead with plans to close or redevelop older prisons and open new accommodation in this parliament, however, no decisions have been made about future prison closures beyond those which have already been announced.</p><p> </p> more like this

answer text <p>It is important that we intervene early to support people with health needs. Liaison and Diversion (L&amp;D) services are being rolled out across England to identify and provide early intervention for people with mental health problems and other vulnerabilities as soon as they come to the attention of the criminal justice system.</p><p> </p><p>Referrals are made to treatment and support services, and information about the person’s needs, and the treatment available, can be shared with the police and courts to inform charging and sentencing decisions. Where appropriate, the offender can be diverted away from the court and in to treatment, which could include a Mental Health Treatment Requirement, or away from the criminal justice system entirely.</p><p> </p><p>L&amp;D is commissioned by NHS England and is currently operating across nearly 70% of England. Full roll-out is expected by 2020/21.</p><p> </p><p>In addition, MoJ is working with NHS England, the Home Office, the Department of Health and Public Health England to deliver the commitment made in the <em>Five Year Forward View for Mental Health</em> (2016) to develop a complete health and justice pathway to deliver integrated interventions in the least restrictive setting as appropriate to the crime committed.</p><p> </p><p>Health care is a matter devolved to the Welsh Government.</p><p> </p><p>Wales has a separate but similar scheme called the Criminal Justice Liaison and Diversion Service.</p>
