The objective of the BITs is to provide protection to investors against actions from the host state (whether the UK or the other party) that comprise unfair or discriminatory treatment of investors rather than to facilitate investment. Fair, non-discriminatory and proportionate action taken by a host state, including to protect human rights, would not breach an investment protection and as such, it is unlikely that a BIT could be invoked by an investor in a way that is detrimental to human rights. Friend the Member for Runnymede and Weybridge (Mr Hammond), has repeatedly made clear that Russia must abide by its commitments and use its unique position to pressure the regime to honour the terms of the Cessation of Hostilities. We judge that the majority of violations so far have been carried out by the regime.</p><p>The Foreign Secretary speaks regularly to partners in the International Syria Support Group. He last discussed the Cessation of Hostilities with international partners in talks in Paris with French and German counterparts on 4 March. The Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), also spoke to President Putin on 4 March, along with Chancellor Merkel, President Hollande and Prime Minister Renzi. answer	answer is ministerial correction date of answer 10/03/2016 answer text <p>The International Syria Support Group meeting in Munich in February set out a clear way ahead for the delivery of urgent humanitarian aid in Syria and for a cessation of hostilities. The UK continues to keep the humanitarian situation in Syria under review and has been playing a full role, as part of the Humanitarian Aid Task Force, supporting the UN and its partners in successfully stepping-up deliveries of food, water and medicine. Road delivery is the preferred method of delivering aid wherever possible since air drops require clear drop zones, safe access for the intended recipients, and need to be co-ordinated with authorities on the ground. answer	answer is ministerial correction date of answer 07/03/2016 answer text <p>At the &quot;Supporting Syria and the Region London 2016&quot; Conference on 4 February more than US$11 billion was pledged to support people in Syria and the region affected by the conflict. This is the largest amount raised in one day for a humanitarian crisis. The UK remains at the forefront of the response to the crisis in Syria and the region. We have doubled our commitment and have now pledged a total more than £2.3 billion, our largest ever response to a single humanitarian crisis.</p><p>The international community pledged $5.9 billion for 2016 and a further $5.4 billion has been committed for 2017-20 to enable partners to plan ahead. Germany and the UK made the largest bilateral funding announcements at the London Conference - both for 2016 and outer years - followed by Norway, the United States and Japan.
