In response to concerns raised about the current “first-come-first-served” system - including a concern about the requirement to queue raised by my Noble Friend, Lady Sharples - the Procedure Committee proposed the introduction of a ballot in its place (Procedure Committee, 3rd Report, Session 2012-13). The House remitted the issue back to the Procedure Committee for further consideration (HL Deb 9 Jan 2013, cols 145-172). <br><br>That further review did not identify a clear consensus as to whether a ballot was preferred to the “first-come-first-served” system (see Procedure Committee, 5th Report, Session 2012-13; see also HL Deb 24 April 2013, cols 1406-1417). <br><br>I know that strong views persist on both sides of the argument about this issue. answer	answer is ministerial correction date of answer 17/11/2014 answer text <p>The Government is committed to ensuring that young people are protected and treated appropriately while in police custody. Subsequent to making the changes in PACE Codes of Practice C and H, the Government launched an internal review into the outstanding primary provisions in PACE that continue to treat 17 year olds as adults. The Home Office has agreed PACE needs to be amended so that there is consistency in all the provisions that relate to the treatment of 17 year olds, thereby ensuring that they are treated as children.<br><br>The Third Reading of the Criminal Justice and Courts Bill on 10 November presented the Government with an opportunity to make a partial change to the current provisions in PACE, specifically in respect to Part IV of PACE, relating to police detention. By amending the definition of ‘arrested juvenile’ in section 37(15) from ‘under the age of 17’ to ‘under the age of 18’, it will require the police to transfer 17 year olds to local accommodation following charge and the refusal of bail. The effect of this amendment will be <br>reflected in future guidance and training. This will make it is absolutely clear to practitioners and the public that 17 year olds will be treated as children by the police under Part IV of PACE. Between them they owed workers a total of over £50,000 in arrears and have been charged financial penalties totalling over £24,000. Friend the then Minister for Skills and Enterprise (Matthew Hancock) met with the four nation Ministers including Dr Stephen Farry, MLA, Minister for Employment and Learning, on 19 June 2014.</p><p>He updated Ministers on the review of apprenticeships and trailblazer reforms in England.</p><p>Dr Stephen Farry informed Ministers that Northern Ireland would be producing a new strategy on apprenticeships and this was formally announced on 24 June 2014.</p><p>Ministers agreed that an official-level group would be beneficial and my Rt. Hon. Friend. the now Minister for Business and Energy Matthew Hancock suggested extending the remit of the UK strategic policy forum to include apprenticeships. It supports Tech City UK which delivers support services and programmes to tech businesses in London and UK-wide. London and Partners promotes the London wide tech sector, working on behalf of the Mayor of London and other commercial partners, including Tech City for which it took over specific responsibility in April this year.</p><p> </p><p>Technology companies in London will benefit from a range of government funding such as the:</p><p> </p><p>• recently announced 5m funding (£2m in 2015/2016 and a provisional allocation of £3m in 2016/17) for a pilot digital skills programme to be run by the London Enterprise Panel as part of the London Growth Deal.</p><p> </p><p>• A new Digital Catapult, located in King’s Cross, with £50m over 5 years to provide tech companies with access to expertise and enable them to develop new products and services.</p><p> </p><p>• £40K, this financial year, for Tech City UK’s Future Fifty Programme. Of the 50 tech companies, 37 of them are headquartered in London.</p><p> </p><p>• £400K this financial year for Tech City UK’s Digital Business Academy - an online training programme to ensure everyone has the much needed digital skills.</p><p> </p><p>We will have the lowest corporation tax rate in the G7 from next year.
