answer	answer is ministerial correction date of answer 07/07/2014 answer text <p>We welcomed the February 2014 report of the UN High Commissioner for Human Rights on Sri Lanka and its recommendation that the Sri Lankan government ‘establish a truth-seeking mechanism and national reparations policy in accordance with international standards as an integral part of a more comprehensive and inclusive approach to transitional justice'.</p><p>As noted in the Chairman's Summary of the Global Summit on Ending Sexual Violence in Conflict held in London 11-13 June, and in line with the UN High Commissioner's recommendations, reparations are one of the most valuable ways of supporting survivors of sexual violence in conflict, often cited by victims and survivors of sexual violence as key to their recovery.</p><p>The UK was a main co-sponsor of the UN Human Rights Council (UNHRC) resolution on Sri Lanka passed on 27 March 2014, which establishes an international investigation into alleged violations and abuses of international law on both sides of the military conflict in Sri Lanka, in addition to calling for progress on human rights and reconciliation. The resolution expresses serious concern at continuing reports of sexual and gender based violence. These provisions were commenced on 21 March 2014. They include a power for the Lord Chancellor to make Regulations to charge fees to recover the costs he has incurred in meeting the expenditure of the Legal Ombudsman in relation to claims management complaints.</p><p> </p><p>The Government consultation on the proposed structure of the Lord Chancellor's cost recovery fee ended on 6 June and the responses are being analysed. answer	answer is ministerial correction date of answer 08/07/2014 answer text <p>The Government wants to avoid bringing in new criminal offences where they are not needed and will continue to scrap unnecessary and out of date laws, but where there is a genuine need to create a new criminal offence we will continue to do so.</p><p> </p><p>To publish an accessible list of criminal offences introduced between1997 to 2008 would incur a disproportionate cost to the public purse.</p><p> </p><p>During this parliament, however, the Government committed to publishing the number of offences it created each year. My department is responsible for doing so and publishes an annual statistical bulletin on the number of new criminal offences added to the statute book. The bulletins cover primary and secondary legislation containing criminal offences enforceable in England and Wales. The Prime Minister has asked the National Security Advisor, Sir Kim Darroch, to lead cross Government activity to build a dialogue with the Libyan authorities on reconciliation initiatives. Sir Kim's efforts are designed to support all of those who have suffered as a result of Qadhafi's support to terrorism, and are not focused exclusively on any one group of victims. answer	answer is ministerial correction date of answer 10/07/2014 answer text <p> </p><p>Before 1998, the use of the Royal Prerogative of Mercy (RPM) in Northern Ireland was relatively common since this pre-dated a number of statutory schemes which enabled sentences to be shortened for various reasons, for example where evidence had been given by prisoners to enable others to be convicted. The overwhelming majority of RPM cases during this period were not terrorist-related.</p><p>The Northern Ireland Office continues to seek information on the use of the RPM between 1987 and 1997, including through contacts with other parts of Government which might hold relevant information.</p><p>The NIO takes its records management responsibilities seriously and is compliant with all public records legislation and National Archives guidance.
