Transsexual people may be held in any IRC. <br><br>Transsexual people in detention are managed in accordance with Detention Services Order 11/2012. answer	answer is ministerial correction date of answer 07/07/2014 answer text <p>We welcomed the February 2014 report of the UN High Commissioner for Human Rights on Sri Lanka and its recommendation that the Sri Lankan government ‘establish a truth-seeking mechanism and national reparations policy in accordance with international standards as an integral part of a more comprehensive and inclusive approach to transitional justice'.</p><p>As noted in the Chairman's Summary of the Global Summit on Ending Sexual Violence in Conflict held in London 11-13 June, and in line with the UN High Commissioner's recommendations, reparations are one of the most valuable ways of supporting survivors of sexual violence in conflict, often cited by victims and survivors of sexual violence as key to their recovery.</p><p>The UK was a main co-sponsor of the UN Human Rights Council (UNHRC) resolution on Sri Lanka passed on 27 March 2014, which establishes an international investigation into alleged violations and abuses of international law on both sides of the military conflict in Sri Lanka, in addition to calling for progress on human rights and reconciliation. The resolution expresses serious concern at continuing reports of sexual and gender based violence. answer	answer is ministerial correction date of answer 02/07/2014 answer text <p>The British Government understands the importance of reparations for victims and survivors of sexual violence who often cite this issue as key to their social, psychological and economic recovery. We strongly supported the launch of new Guidance from the UN Secretary General on reparations for conflict related sexual violence at the Global Summit to End Sexual Violence in Conflict, hosted by the UK on 10-13 June. This included a specific session on reparation schemes in post conflict settings. We firmly support the participation of survivors in determining appropriate reparations and believe reparations should not only focus only on financial compensation but also the dignity, social status and health of victims.</p><p>The UK is also an active supporter of the International Criminal Court's (ICC) Trust Fund for Victims (TFV). The TFV was established under the Rome Statute to support victims and to help build lasting peace and reconciliation in war torn societies – such as the Democratic Republic of Congo. The Government of Angola is leading the food assistance programme to respond to the situation and is best placed to prepare for and lead the response to humanitarian disasters with the support of UN partners. The UK government does not have a bilateral development programme in Angola, but will continue to monitor the humanitarian situation.</p><p>Under the High Level Prosperity (HLP) Partnership, the UK Government also works closely with the government of Angola to secure increased trade and investment between the UK and Angola, which will contribute to mutual prosperity and deliver sustained equitable economic growth. answer	answer is ministerial correction date of answer 01/07/2014 answer text <p>The management of people with diabetes is measured and reported on through the Quality and Outcomes Framework (QOF), the CCG Outcomes Indicator Set (OIS) and National Diabetes Audit. These publications and data are used by local commissioners, providers and healthcare professionals to assess the quality of the services provided and to drive improvements.</p><p> </p><p>General practitioners (GPs) are incentivised to ensure completion of the care processes recommended by The National Institute for Health and Care Excellence (NICE) through the QOF. The latest available data (2011-12) shows a 60.5% completion rate of all the eight measurable NICE-recommended care processes for diabetes. However, it is for individual GP practices, working with the CCGs in their area, to assess their own performance on completion of the care processes, and take action where improvement is necessary.</p><p> </p><p>CCGs can use the information reported from the OIS indicator on completion of the care processes for people with diabetes to assess progress in improvement in their area and against their peers. Where completion rates are low, CCGs can then take action jointly with other practices in their area to make improvements.</p><p> </p><p>To support local commissioning, NHS England has also developed a non-mandatory service specification for diabetes, based on the diabetes NICE Quality Standard, which is currently being piloted with some CCGs. The pilot will be evaluated to assess how useful the specification has been to commissioners, and this will inform decisions about its future development.</p><p> </p><p>The Patient Experience of Diabetes Services survey, part of the National Diabetes Audit, is measuring the healthcare experiences of people with diabetes in England and Wales. The survey pilot tested an online-only approach to measure patient experience in GP and specialist diabetes services. Any diabetes service in England and Wales should be able to use the survey to get feedback from their patients.
