This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>Front line police officers in England and Wales</p><p>Each Chief Constable has a duty to manage and support their workforce effectively, ensuring the welfare of all officers and staff. It is therefore for Chief Constables to determine the appropriate wellbeing and occupational health provision within their police forces, including access to counselling.</p><p>The Government takes the issue of police welfare very seriously and has invested in programmes which offer help directly to officers and staff. In July 2017 the Home Office awarded £7.5 million from the Police Transformation Fund to the College of Policing over three years to pilot and, if these pilots were successful, roll out a dedicated national service to help provide enhanced welfare support to serving police officers and staff.</p><p>Following two years of development and piloting, the National Police Wellbeing Service (NPWS) was launched in April 2019. These are delivering transformational opportunities for officers including mobile communications, biometrics and programmes to improve contact with the public. International trade is beneficial to economic growth and is important to achieving long term prosperity and welfare. The Government has a range of policies, in particular the Industrial Strategy, to enable UK firms to compete in global markets.</p><p> </p><p>The Export Strategy, launched in August 2018, sets out how the Government will enable UK businesses to take advantage of international demand for UK goods and services. We received over 300 detailed responses and will set out next steps in due course.</p><p>The Government has also launched the Race at Work Charter which commits signatories to effective practices that support fairness at work. DFID works to strengthen the quality of education and the effectiveness of education systems so that all children have access and opportunity to learn.</p><p> </p><p>UNESCO is the UN’s specialized agency for education and UN lead on SDG4. DFID works with UNESCO towards our shared goal of ensuring quality education for all. DFID provides a voluntary contribution of £7.8m to support the UNESCO Institute of Statistics (UIS) and the UNESCO published Global Education Monitoring Report (GEM Report). The UIS provides comparable, publicly available data on learning outcomes. The GEM Report is an independent, policy focused monitoring report, it is a key tool for pushing progress towards the Global Goals.</p><p> </p><p>Our support to the UIS and the GEM Report is being used to create vital data, evidence and tools to assess whether children are learning, who is being left behind and whether SDG4 is being achieved. HMRC are working with key partners to communicate the potential changes to overseas businesses. As a global champion of trade, the UK has been a strong advocate for these negotiations. The UK has longstanding positive bilateral relationships with individual Mercosur countries and we look forward to deepening our trading ties as we leave the EU. We will be working with our Mercosur partners to develop our future trade relationship in due course.</p><p> </p><p>The EU-Mercosur agreement contains a number of ambitious provisions on promoting sustainable development. answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The Government keeps public sector pay and pensions policy under constant review in the context of the wider public finances.</p><p> </p><p>Pensions tax relief is one of the most expensive reliefs in the personal tax system. In 2017/18 income tax and employer National Insurance Contributions relief cost over £50 billion, with around two-thirds going to higher and additional rate taxpayers.</p><p> </p><p>The tapered annual allowance is therefore focused on the highest-earning savers, to ensure that the benefit they receive is not disproportionate to that of other pension savers. Less than one per cent of pension savers will have to reduce their saving or face an annual allowance charge as a result of the tapered annual allowance.</p><p> </p><p>The Government recognises that some senior clinicians face tax charges owing to the increase in the value of their pension accrual. The tax rules must apply identically to everyone in the same situation, regardless of their employer.</p><p> </p><p>However, the Secretary of State for Health and Social Care has announced plans to consult on proposals for a new flexibility for senior clinicians in the NHS pension scheme via the introduction of a 50:50 option.
