answer text
The Government is committed to ensuring that swimming and teaching water safety takes place in schools. Swimming is compulsory for maintained schools in the national curriculum. All pupils must be taught to swim at least 25 metres unaided and be able to use recognised swimming strokes by the end of key stage 2 (age 11). It also requires that a child can demonstrate an understanding of water safety.

The Government has committed over £450 million of ring-fenced funding up to and including 2015/16 for primary schools to improve their provision of PE and sport. Head teachers are best placed to decide how the funding should be used. They can choose to provide additional training and instruction in swimming and water safety but this must be over and above the requirements of the national curriculum.

There are a range of resources to help schools provide high quality teaching, including from organisations such as the Amateur Swimming Association and from the Royal Lifesaving Society.

answer text

This Government has legislated for equal priority for mental and physical health. Our mental health policy supports the developing of an integrated response to people with both mental and physical health problems to avoid diagnostic overshadowing and ensure the delivery of holistic care that properly addresses physical health care needs.

The physical health care of people with mental health problems is a key component of the Parity of Esteem programme. The importance of the issue has been reinforced by the introduction of the first national CQUIN (Commissioning for Quality and Innovation) for mental health inpatients. This requires NHS trusts to implement physical health checks for all inpatients. NHS England is working in partnership with the Royal College of Psychiatrists, amongst others, to promote the CQUIN.

Physical health checks form a key part of any care plan for mental health service users, including assurance of annual physical health checks by Care Coordinators overseen by their local general practitioner.

NHS England is also working with a range of partners and service users to look at ways of improving physical health outcomes in secure mental health settings. This includes a range of physical health outcomes such as promoting healthier lifestyles for service users as well as looking at overall wellbeing.

answer text
The Care Quality Commission (CQC) is the independent regulator of health and adult social care providers in England and has a key responsibility in the overall assurance of safety and quality of health and adult social care services.

The CQC has provided the following information.

CQC looks at current and historic patient records when appropriate in order to assess the quality and safety of services registered with it. Patient records are commonly reviewed during CQC inspections, in compliance with the Data Protection Act, to see how well care at a service is planned, delivered and reviewed, and form an integral part of judging the quality of care. In order to protect the confidentiality of people who use services, and to comply with legal requirements, CQC will only look at patient files where it has decided that it is both necessary and proportionate to do so for the purpose of CQC’s regulatory functions.
